Deferred 12/7/20 Bullock, Kepple, Litten, Neff, O'Malley, Rader, Shachner RESOLUTION NO.2020-74 i A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of council, or otherwise to take effect at the earliest period allowed by law, authorizing the Mayor, or her designee, to apply to the Cuyahoga County Community Development Supplemental Grant Program for a $50,000 grant to be used for various improvements to Kauffman Park. WHEREAS, on December 3, 2020, the proposed application was presented in a public forum to the Planning Commission and previous meetings were held to gather resident feedback for the park renewal plan in 2013, 2016, and October 2019; WHEREAS, the project will align with the Park System Strategic Plan, the Community Vision, the recommendations of the Active Living Task Force and the Kauffman Park Master Plan; and WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lakewood, this Council by a vote of at least two thirds of its members determines that this resolution is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public property, health, and safety and to provide for the usual daily operation of municipal departments, in that the City must submit formal support of its application no later than January 8, 2021; now therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. The Mayor of the City of Lakewood, or her designee, is hereby authorized to prepare and submit an application to the Cuyahoga County Community Development Supplemental Grant Program for a $50,000 grant to be used for various improvements to Kauffman Park. Section 2. The Mayor, the Director of Public Works, Director of Law, and the Director of Finance for the City of Lakewood are authorized to enter into any agreements as may be necessary and appropriate for obtaining this financial assistance. Section 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this council, and that all such deliberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements. Section 4. This resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, property, health, safety and welfare in the City and for the usual daily operation of the City for the reasons set forth and defined in the preamble to this ordinance, and provided it receives the affirmative vote of at least two thirds of the members of Council, this resolution shall take effect and be in force immediately upon its adoption by the
