MINUTES OF THE COMMITTEE OF THE WHOLE <br /> December 8, 2020 <br /> Meeting held virtually <br /> Present: Councilmembers Bullock, Litten, Neff, O'Malley, Rader& Shachner <br /> Also Present: Public Works Director Ducu, Senior City Planner Katelyn Milius, Mayor George, <br /> Fire Chief Dunphy, Planning Director Leininger,President of North Pointe Realty, Scott Simon, <br /> VP of Development for CASTO Kolby Turnock, Clerk Bach taking minutes <br /> Call to Order: 6:00 p.m. <br /> Approval of the minutes of the November 24,2020 Committee of the Whole <br /> Motion was made and seconded to approve the minutes of the November 24, 2020 Committee of <br /> the Whole. A roll call vote was conducted as follows: <br /> Yeas: Bullock, Litten, Neff, O'Malley, Rader& Shachner <br /> Nays: none <br /> Absent: Kepple <br /> Motion adopted. Minutes approved. <br /> Communication from Mayor George & Planning Director Leininger regarding Downtown <br /> Development Site—Request to Negotiate Non-Binding Term Sheet with CASTO and North <br /> Pointe Realty. (Referred to COW 11/16/20) <br /> RESOLUTION 2020-71 -A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect at the earliest period allowed by law, authorizing the Mayor to negotiate a non- <br /> binding term sheet with CASTO/NORTH POINTE REALTY,INC. (hereinafter referred <br /> to as "CASTO"), as the basis for a development agreement for the city-owned former <br /> Lakewood Hospital site. <br /> Planning Director Leininger introduced Vice President of Development for CASTO, Kolby <br /> Turnck. He explained that Resolution 2020-71 will allow the mayor to begin negotiating a term <br /> sheet with CASTO for development at the former Lakewood Hospital site. The term sheet will <br /> be presented to Council for approval and serve as the basis for the development agreement. <br /> Director Leininger explained the process that had occurred three years ago, when the first <br /> discussions took place regarding development of the site. Originally, there had been eight <br /> developers who had submitted plans in two rounds of submissions. A panel of citizens evaluated <br /> the submission and conducted interviews. CASTO had been identified as a finalist with its <br /> mixed-use plan and new anchor to replace the hospital. With the dissolution of the relationship <br /> with the city's previous development partner, this is a unique opportunity to revisit CASTO's <br /> proposal. Director Leininger stated that the original goals and objectives of the project have not <br /> changed, and the administration would like to move forward with negotiations with CASTO. <br /> 1 <br />
