MINUTES OF THE FINANCE COMMITTEE <br /> January 11, 2021 <br /> Online Broadcast Meeting <br /> Present: Councilmembers Bullock, Litten, &Neff <br /> Also Present: Councilmembers O'Malley & Kepple, Mayor George, Finance Director <br /> Rancatore, Director Leininger, Chief of Staff Storey, Clerk Bach, & Deputy Clerk Lascu taking <br /> minutes <br /> Start time: 7:00 p.m. <br /> Approval of the minutes of the Finance Committee held December 14, 2020 &December <br /> 21, 2020. <br /> Chairman Bullock made a motion, seconded by Councilmember Litten to approve the minutes <br /> from both meetings. <br /> A roll call vote was taken as follows: <br /> Yeas —Bullock, Litten, Neff <br /> Nays —None <br /> Motion passed. The minutes were approved. <br /> 2021 Council budget priorities <br /> Chairman Bullock opened discussion with the intent to attain an understanding of the identified <br /> funding for items on the budget priority list, specifically focusing on how items would be funded <br /> over the next year. He added the committee would go through the list item by item. <br /> Director Rancatore indicated that the budget priorities are not line itemed into the capital budget. <br /> He stated that funding for items 1-3 can be found on page 182 of the budget under traffic <br /> calming procedures, however he was unsure if any of the items are in the budget for 2021. <br /> Mayor George stated that in continuing the tradition of Council budget priorities, many of the <br /> projects raised are long term in nature. She alluded to the Edwards Avenue parking strategy, <br /> which was raised in 2018, but was only just completed recently. She added that the <br /> administration is working on traffic calming issues and that the items on the budget priority list <br /> would take time to work into the budget, as it would be irresponsible to allot monies without <br /> analysis. <br /> Chairman Bullock stated that the way to proceed is going to vary by item, and that some will be <br /> ongoing while others will be straightforward. He noted the importance of Council knowing what <br /> is and has yet to be accounted for. <br />
