MINUTES OF THE HOUSING, PLANNING, & DEVELOPMENT COMMITTEE <br /> January 4, 2020 <br /> Online Broadcast Meeting <br /> Present: Councilmembers Shachner, Rader, & Kepple <br /> Also Present: Councilmembers O'Malley, Litten, & Bullock, Director Leininger, Alex Solove <br /> of Jerome Solove Development Inc., Chief of Staff John Storey, Chief Dunphy, Rob McCarthy <br /> of Brickler& Eckler, Clerk Bach, & Deputy Clerk Lascu taking minutes <br /> Start time: 5:30 p.m. <br /> AGENDA <br /> Approval of the minutes of the November 17, 2020 Housing, Planning& <br /> Development Committee meeting. <br /> Chairman Shachner made a motion, seconded by Councilmember Kepple to approve the <br /> minutes from the committee's last meeting. <br /> A roll call vote was taken as follows: <br /> Yeas - Shachner, Kepple, Rader <br /> Nays - None <br /> Motion passed. The minutes were approved. <br /> ORDINANCE 48-2020 -AN ORDINANCE authorizing a development Agreement in <br /> connection with the development and redevelopment of certain real property in the <br /> City of Lakewood, Ohio as part of a tax increment financing program under Ohio <br /> Revised Code Section 5709.41. (Referred to HPD 12/21/20) <br /> ORDINANCE 49-2020 -AN ORDINANCE authorizing a development Agreement in <br /> connection with the development and redevelopment of certain real property in the <br /> City of Lakewood, Ohio as part of a tax increment financing program under Ohio <br /> Revised Code Section 5709.41. (Referred to HPD 12/21/20) <br /> Chairman Shachner opened discussion, noting that the committee received substitute <br /> versions of the ordinances. Director Leininger provided clarification on the emergency <br /> clauses that were added and how they make the law go into effect upon signature, as <br /> opposed to waiting the 30-40 days stated in the city charter. <br /> Director Leininger then gave an introduction of the people that have been involved in the <br /> process of this development: John Storey, Rob McCarthy (a Bricker&Eckler attorney <br /> facilitating the deal), and Alex Solove (a Columbus area developer,beneficiary of the TIF, & <br /> Lakewood resident). <br />
