RESOLUTION NO. 2021-13 B Bullock, Kepple, Litter, Neff, O'Malley, Rader, <br />Shachner <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at <br />least two thirds of the members of Council, or otherwise to take effect and be in force after the <br />earliest period allowed by law, proclaiming March 21 St through March 27th, 2021 "Severe Weather <br />Awareness Week." <br />WHEREAS, every state in the United States has experienced tornadoes and severe weather; and <br />WHEREAS, tornadoes can occur day or night, during any time of year, with peak tornado season <br />April through July; and <br />WHEREAS, everyone is at risk and should take steps to prepare for when severe weather strikes in <br />our community; and <br />WHEREAS, planning for such threats as tornadoes and/or flooding can result in the saving of lives <br />and prevention of injury, particularly in populations at schools, day cares, nursing homes and health care <br />facilities; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the city of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public peace, property, health and safety, and to provide for <br />the usual daily operation of municipal departments in that this education and testing should take <br />effect during the period prescribed above; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. That the City of Lakewood proclaims March 21 St through March 271h, 2021 as "Severe <br />Weather Awareness Week." <br />Section 2. That Lakewood's Outdoor Early Warning Siren will sound at 9:50 a.m., on Thursday, <br />April Pt, 2021, and that this exercise is specifically designed for local, municipal participation and for testing <br />of the Emergency Alert System and other appropriate components of emergency management. <br />Section3 . That the Lakewood Division of Fire will observe tornado drills on April Pt, 2021 in as <br />many schools as possible. <br />Section 4. It is found and determined that all formal actions of this Council concerning and relating <br />to the passage of this resolution were adopted in an open meeting of this council, and that all such <br />deliberations of this Council and any of its committees that resulted in such formal action, were in meetings <br />open to the public, in compliance with all legal requirements. <br />
