Bullock, Kepple, Litten, Neff, <br />RESOLUTION NO. 2021-24 BY: O'Malley, Rader, Shachner <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at <br />least five members of Council, or otherwise to take effect and be in force after the earliest period <br />allowed by law, authorizing Meghan F. George, Mayor and Shawn Leininger, Director of Planning <br />and Development to enter into an agreement, secured with a promissory note and 30-year mort- <br />gage, with the Ohio Department of Mental Health and Addiction Services for the purpose of ac- <br />cepting an award of $250,000 to rehabilitate, repair, and furnish the former Cove United Methodist <br />Church property to create the City of Lakewood Intergenerational Community Center where men- <br />tal health and addiction support services will be provided. <br />WHEREAS, Lakewood is the owner of real property located at 12501 Lake Avenue, Lake- <br />wood, Ohio; and <br />WHEREAS, Lakewood has entered a design build agreement to repurpose the property., <br />formerly Cove United Methodist Church, as an Intergenerational Community Center that will <br />bring the Division of Early Childhood, the Division of Youth and the Division of Aging into one <br />facility with a component of the provision of mental health services; and <br />WHEREAS, Lakewood has been awarded a grant in the amount of $250,000 from the Ohio <br />Department of Mental Health and Addiction Services for assistance in the provision of mental <br />health services; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lake- <br />wood, this Council by a vote of at least two thirds of its members determines that this resolution <br />is an emergency measure and that it shall take effect immediately, and that it is necessary for the <br />immediate preservation of the public property, health, and safety and to provide for the usual daily <br />operation of municipal departments in that the acceptance of these funds are necessary to offset <br />construction costs for the Intergenerational Community Center; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. Meghan F. George, Mayor and Shawn Leininger, Director of Planning and De- <br />velopment to enter into an agreement, secured with a promissory note and 30-year mortgage, with <br />the Ohio Department of Mental Health and Addiction Services for the purpose of accepting an <br />award of $250,000 to construct and furnish the Intergenerational Community Center where mental <br />health and addiction support services will be provided. <br />Section 2. It is found and determined that all formal actions of this Council concerning and <br />relating to the passage of this resolution were adopted in an open meeting of this Council, and that <br />all such deliberations of this Council and of any of its committees that resulted in such formal <br />action were in meetings open to the public in compliance with all legal requirements. <br />
