Bullock, Kepple, Litten, Neff, RESOLUTION NO. 2021-24 BY: O'Malley, Rader, Shachner A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least five members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing Meghan F. George, Mayor and Shawn Leininger, Director of Planning and Development to enter into an agreement, secured with a promissory note and 30-year mort- gage, with the Ohio Department of Mental Health and Addiction Services for the purpose of ac- cepting an award of $250,000 to rehabilitate, repair, and furnish the former Cove United Methodist Church property to create the City of Lakewood Intergenerational Community Center where men- tal health and addiction support services will be provided. WHEREAS, Lakewood is the owner of real property located at 12501 Lake Avenue, Lake- wood, Ohio; and WHEREAS, Lakewood has entered a design build agreement to repurpose the property., formerly Cove United Methodist Church, as an Intergenerational Community Center that will bring the Division of Early Childhood, the Division of Youth and the Division of Aging into one facility with a component of the provision of mental health services; and WHEREAS, Lakewood has been awarded a grant in the amount of $250,000 from the Ohio Department of Mental Health and Addiction Services for assistance in the provision of mental health services; and WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lake- wood, this Council by a vote of at least two thirds of its members determines that this resolution is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public property, health, and safety and to provide for the usual daily operation of municipal departments in that the acceptance of these funds are necessary to offset construction costs for the Intergenerational Community Center; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. Meghan F. George, Mayor and Shawn Leininger, Director of Planning and De- velopment to enter into an agreement, secured with a promissory note and 30-year mortgage, with the Ohio Department of Mental Health and Addiction Services for the purpose of accepting an award of $250,000 to construct and furnish the Intergenerational Community Center where mental health and addiction support services will be provided. Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements.
