MINUTES OF THE HOUSING, PLANNING& DEVELOPMENT COMMITTEE <br /> April 12, 2021 <br /> Virtual Meeting <br /> Present: Councilmembers Shachner(Chair), Rader, & Kepple <br /> Also Present: City Architect Allison Hennie, Planning Director Leininger, Mayor George, <br /> Public Works Director Ducu, Councilmember Bullock, Clerk Bach taking minutes <br /> Call to Order: 6:45 p.m. <br /> Approval of the minutes of the March 1, 2021 Housing, Planning & Development <br /> Committee meeting. <br /> Minutes of the March 1, 2021 Housing, Planning & Development Committee meeting were <br /> approved by unanimous consent. <br /> RESOLUTION 2020-31B -A RESOLUTION to take effect immediately provided it <br /> receives the vote of at least two thirds of the members of Council, or otherwise to take <br /> effect at the earliest period allowed by law, amending Resolution No. 2020-31A, adopted <br /> September 21, 2020, extending the authorization of the Planning Commission to grant <br /> temporary conditional use permits for outdoor/seasonal dining facilities through <br /> December 31, 2022 to qualifying applicants. <br /> Mayor George introduced the legislation and explained that it proposes to extend the temporary <br /> outdoor dining program that was established to help restauranters during the pandemic. The <br /> extension would be until December 31, 2022. Mayor George requested that the Committee adopt <br /> a substitute version of the legislation that excludes parklets from the temporary outdoor dining <br /> program. She stated that she has safety concerns about parklets,particularly in light of the recent <br /> tragic motor vehicle accident. She asked that parklets be removed from the legislation and be <br /> addressed separately. <br /> In response to an inquiry by the Chair, Director Leininger explained that outdoor dining is <br /> allowed as a conditional use and must be reviewed annually by the administration and Planning <br /> Commission. The administration and Planning Commission will review any police action and/or <br /> noise complaints. This review occurred at the most recent Planning Commission meeting. <br /> Planning Commission also approved two new temporary outdoor dining proposals and tabled a <br /> proposal for a parklet due to safety concerns. <br /> Director Leininger spoke further about the parklet proposal from Bar Italia and Nature's Oasis. <br /> The application was initiated in October 2020 and proposed a location on Westwood. The City <br /> safety forces did not like the off-set intersection at Westwood and felt the parklet would be safer <br /> on Detroit. The applicant adjusted the application accordingly and presented it to Planning <br /> Commission where Planning Commission then deliberated on the preferred location. Planning <br /> 1 <br />
