MINUTES OF THE FINANCE COMMITTEE September 20, 2021 City Hall Auditorium Present: Councilmembers Bullock, Litten, &Neff Also Present: Councilmembers Shachner, Rader, & Kepple, Mayor George, Director Leininger, Chief of Staff Storey, Director Dillinger, Director Ducu, Director Rancatore, members of the Finance Department, Director Gelsomino, Clerk Bach, & Deputy Clerk Lascu taking minutes Start time: 6:33 p.m. AGENDA RESOLUTION 2021-40 -A Resolution to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law to formally identify agreed-upon priorities that Council would like to see reflected in the 2022 budget. (Referred to Finance 9/7/21) Chairman Bullock, members of the committee, and Director Rancatore opened the meeting with discussions about the potential need for additional meeting time to review Council budget priorities and ARPA proposed projects.All parties were committed to thoroughly reviewing the priorities and scheduling an extra Finance Committee meeting if necessary. ORDINANCE 29-2021 22-2020B -AN ORDINANCE to take effect immediately, provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, to provide for creating positions and rates of pay for fulltime and certain part-time annual salaried employees and hourly rate employees not covered by a collective bargaining agreement in the several departments, divisions and offices of the City of Lakewood, including the Chief of Fire, Chief of Police and Civil Service Commissioners and superseding all prior salary ordinances. (1st read and referred to Finance 7/19/21;2nd reading 9/7/21) Director Dillinger gave background on the ordinance, noting that in discussions with the Mayor and Director Ducu,that the city would benefit from having an urban forester, as it is important for the city to have guidance on forestry issues and that the job duties can be very specific. Chairman Bullock asked whether the proposal focused on creating a new position and putting it in a salary band. Director Dillinger indicated that was the case and that HR is creating a job description, planning on making the job posting into the new year. Director Ducu added that the position would be useful, and that having an ISA certified, municipal expert would help the city as it attempts to grow 14,000 tree lawn trees on city infrastructure.
