MINUTES OF THE FINANCE COMMITTEE <br /> September 20, 2021 <br /> City Hall Auditorium <br /> Present: Councilmembers Bullock, Litten, &Neff <br /> Also Present: Councilmembers Shachner, Rader, & Kepple, Mayor George, Director Leininger, <br /> Chief of Staff Storey, Director Dillinger, Director Ducu, Director Rancatore, members of the <br /> Finance Department, Director Gelsomino, Clerk Bach, & Deputy Clerk Lascu taking minutes <br /> Start time: 6:33 p.m. <br /> AGENDA <br /> RESOLUTION 2021-40 -A Resolution to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to <br /> take effect and be in force after the earliest period allowed by law to formally <br /> identify agreed-upon priorities that Council would like to see reflected in the 2022 <br /> budget. (Referred to Finance 9/7/21) <br /> Chairman Bullock, members of the committee, and Director Rancatore opened the meeting <br /> with discussions about the potential need for additional meeting time to review Council <br /> budget priorities and ARPA proposed projects.All parties were committed to thoroughly <br /> reviewing the priorities and scheduling an extra Finance Committee meeting if necessary. <br /> ORDINANCE 29-2021 22-2020B -AN ORDINANCE to take effect immediately, <br /> provided it receives the affirmative vote of at least two thirds of the members of <br /> Council, or otherwise to take effect and be in force after the earliest period allowed <br /> by law, to provide for creating positions and rates of pay for fulltime and certain <br /> part-time annual salaried employees and hourly rate employees not covered by a <br /> collective bargaining agreement in the several departments, divisions and offices of <br /> the City of Lakewood, including the Chief of Fire, Chief of Police and Civil Service <br /> Commissioners and superseding all prior salary ordinances. (1st read and referred <br /> to Finance 7/19/21;2nd reading 9/7/21) <br /> Director Dillinger gave background on the ordinance, noting that in discussions with the <br /> Mayor and Director Ducu,that the city would benefit from having an urban forester, as it is <br /> important for the city to have guidance on forestry issues and that the job duties can be <br /> very specific. <br /> Chairman Bullock asked whether the proposal focused on creating a new position and <br /> putting it in a salary band. Director Dillinger indicated that was the case and that HR is <br /> creating a job description, planning on making the job posting into the new year. Director <br /> Ducu added that the position would be useful, and that having an ISA certified, municipal <br /> expert would help the city as it attempts to grow 14,000 tree lawn trees on city <br /> infrastructure. The individual hired would manage projects like tree planting/removal and <br /> 1 <br />
