MINUTES OF COMMITTEE OF THE WHOLE OCTOBER 4, 2021 AUDITORIUM Present: Councilmembers Bullock, Kepple, Litten Neff, O'Malley, Rader, Shachner Also Present: Director Leininger, Senior City Planner Katelyn Milius, Chief of Staff John Storey, Mayor George, Law Director Corrigan, Deputy Clerk of Council Lascu, Clerk Bach taking minutes Call to Order: 5:58 p.m. Approval of the minutes of the September 20, 2021 Committee of the Whole. Motion by President O'Malley, seconded by Vice President Litten to approve the minutes of the September 20, 2021 Committee of the Whole. All members voted in favor. Motion passed. Minutes approved. Update to Council regarding negotiations with Lakewood Hospital site developer Motion by President O'Malley, seconded by Vice President Litten for Committee of the Whole to enter executive session for the purpose of considering confidential financial information of the developer of the former Lakewood Hospital site as an applicant for economic development assistance, pursuant to ORC 3735.67 and 5709.40. Committee of the Whole will also include Mayor George, Council staff, directors and staff of the mayor as well as representatives of the developer who will join the Committee electronically. Mayor George stated that the city has had a good working relationship with CASTO and that the project is making progress. The reason for executive session is to protect the interests of the taxpayers by keeping the financial aspects of the project confidential at this time. She provided assurance that information about the project will be made public before the project moves forward in a meaningful way. On the motion: Yeas: Bullock, Kepple, Litten, Neff, O'Malley, Shachner Nays: Rader Motion passed. Committee of the Whole entered executive session in the East Conference Room at 6:01 p.m. At approximately 6:53 p.m. President O'Malley made a motion, seconded by Vice President Litten to exit executive session. A roll call vote was conducted as follows:
