MINUTES OF COMMITTEE OF THE WHOLE <br /> OCTOBER 4, 2021 <br /> AUDITORIUM <br /> Present: Councilmembers Bullock, Kepple, Litten Neff, O'Malley, Rader, Shachner <br /> Also Present: Director Leininger, Senior City Planner Katelyn Milius, Chief of Staff John <br /> Storey, Mayor George, Law Director Corrigan, Deputy Clerk of Council Lascu, Clerk Bach <br /> taking minutes <br /> Call to Order: 5:58 p.m. <br /> Approval of the minutes of the September 20, 2021 Committee of the Whole. <br /> Motion by President O'Malley, seconded by Vice President Litten to approve the minutes of the <br /> September 20, 2021 Committee of the Whole. <br /> All members voted in favor. Motion passed. Minutes approved. <br /> Update to Council regarding negotiations with Lakewood Hospital site developer <br /> Motion by President O'Malley, seconded by Vice President Litten for Committee of the Whole <br /> to enter executive session for the purpose of considering confidential financial information of the <br /> developer of the former Lakewood Hospital site as an applicant for economic development <br /> assistance, pursuant to ORC 3735.67 and 5709.40. Committee of the Whole will also include <br /> Mayor George, Council staff, directors and staff of the mayor as well as representatives of the <br /> developer who will join the Committee electronically. <br /> Mayor George stated that the city has had a good working relationship with CASTO and that the <br /> project is making progress. The reason for executive session is to protect the interests of the <br /> taxpayers by keeping the financial aspects of the project confidential at this time. She provided <br /> assurance that information about the project will be made public before the project moves <br /> forward in a meaningful way. <br /> On the motion: <br /> Yeas: Bullock, Kepple, Litten, Neff, O'Malley, Shachner <br /> Nays: Rader <br /> Motion passed. Committee of the Whole entered executive session in the East Conference Room <br /> at 6:01 p.m. <br /> At approximately 6:53 p.m. President O'Malley made a motion, seconded by Vice President <br /> Litten to exit executive session.
