MINUTES OF THE COMMITTEE OF THE WHOLE <br /> October 25, 2021 <br /> AUDITORIUM <br /> Present: Councilmembers Bullock, Kepple, Neff, O'Malley, Rader, Shachner <br /> Also Present: Human Services Director Gelsomino, members of the Anti-Racism Task Force: <br /> Jessica Cotton, Sam Pearson, Kate McBride, Laura Rodriguez-Carbone (Chair), Carol Moss <br /> Chapman, and Angelina Steiner; Deputy Clerk Lascu, Clerk Bach taking minutes <br /> Call to Order: 5:47 p.m. <br /> Approval of the minutes of the October 11, 2021 Committee of the Whole <br /> Motion was made and seconded to approve the minutes of the October 11, 2021 Committee of the <br /> Whole. All members voted in favor. Minutes approved. <br /> Report from the Anti-Racism Task Force <br /> Communication from Anti-Racism Task Force in response to public safety <br /> communications referred April 19, 2021. <br /> At the invitation of the Chair, Ms. Rodriguez-Carbone summarized the projects and focus of the <br /> Anti-Racism Task Force (ARTF). The group meets bi-weekly and has developed by-laws. <br /> Tonight, it will begin to discuss engagement with a consultant to develop a strategic plan. The <br /> task force envisions delivering a series of recommendations in the form of a racial equity action <br /> plan. The recommendations will range from hiring practices to communication, public safety and <br /> more. <br /> President O'Malley noted that the task force has upcoming vacancies. He asked if there are any <br /> skills or experience from which the task force could benefit. <br /> Ms. Rodriguez-Carbone replied that the task force has had rolling vacancies and that outgoing <br /> members have expressed that the pressure of public scrutiny played a role in their resignations. <br /> Ms. Rodriguez-Carbone suggested selecting members that can endure such scrutiny. <br /> Council and the task force discussed how Council can further support the task force and its work. <br /> Ms. Rodriguez-Carbone thanked Council and the administration for ensuring that funds will be <br /> set-aside for a consultant. She invited councilmembers to drop in on meetings. <br /> Ms. Steiner articulated that Council can be supportive by listening, being responsive and by <br /> being advocates and allies of the Black, Indigenous, Persons of Color(BIPOC) community. <br /> 1 <br />
