MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br /> November 29, 2021 <br /> Online Broadcast Meeting <br /> Present: Councilmembers Rader & Bullock <br /> Also Present: Director Ducu, Engineer Papke, Fleet Manager James Holman, & Clerk Bach <br /> Start time: 5:34 p.m. <br /> AGENDA <br /> Approval of the minutes of the Public Works & Sustainability Committee held November <br /> 8, 2021. <br /> Motion by Chairman Rader, seconded by Councilmember Bullock to approve the minutes <br /> without the necessity of a reading. All in favor. Motion passed. The minutes were approved. <br /> RESOLUTION 2021-54 -A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, authorizing the Mayor, <br /> Director of Public Works or City Engineer to enter into an agreement under the <br /> Community Cost-Share program with Northeast Ohio Regional Sewer District for the <br /> replacement of filters at city owned properties. (Referred to PWS 11/15/21) <br /> RESOLUTION 2021-55 - RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, authorizing the Mayor, <br /> Director of Public Works or City Engineer to enter into an agreement under the <br /> Community Cost-Share program with Northeast Ohio Regional Sewer District for <br /> reimbursement of the cost of city labor for required city-wide catch basin cleaning. <br /> (Referred to PWS 11/15/21) <br /> Engineer Papke gave an overview of Resolutions 2021-54 & 2021-55. He stated that NEORSD <br /> charges its customers an impervious surface fee and there are 12 parcels owned by the city that <br /> drain into the sewers on Berea Road. NEORSD gives back 25% of what they collect to <br /> municipalities that participate in their cost-share program. Lakewood receives about$7,800 a <br /> year through the program. In 2018, the city used $11,000 in collected fees as part of the street <br /> sweeper program. The city has to submit eligible cost share projects to NEORSD, which include <br /> replacing BMP filters and labor cost reimbursement for citywide catch basin cleaning. The catch <br /> basin cleaning will cost over $21,000. <br /> Chairman Rader asked whether the catch basin cleaning program was included in the 2022 city <br /> budget. Mr. Papke confirmed that it was. Every catch basin is cleaned at least once a year. <br /> Committee members expressed support for the resolutions. <br />
