MINUTES OF THE HEALTH & HUMAN SERVICES COMMITTEE <br /> NOVEMBER 1, 2021 <br /> AUDITORIUM <br /> Present: Councilmembers Litten, Kepple & Rader <br /> Also Present: Law Director Corrigan, Human Services Director Gelsomino, Cuyahoga County <br /> Board of Health Commissioner(CCBH) Terry Allan, CCBH directors and staff, Deputy Clerk <br /> Lascu, Clerk Bach taking minutes <br /> Call to Order: 6:03 p.m. <br /> Approval of the minutes of the Health& Human Services Committee held February <br /> 22, 2021. <br /> Motion was made and seconded to approve the minutes of the February 22, 2021 meeting of the <br /> Health & Human Services Committee. All members voted in favor. Minutes approved. <br /> RESOLUTION 2021-52 -A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least five members of Council, or otherwise to <br /> take effect and be in force after the earliest period allowed by law, authorizing the <br /> Mayor to enter into an agreement with the District Advisory Council of Cuyahoga <br /> County, Ohio General Health District for the provision of public health services <br /> within the City of Lakewood for a two year period in an amount not to exceed <br /> $305,652.00 commencing January 1, 2022 and$336,217.00 commencing January 1, <br /> 2023... <br /> Director Corrigan introduced Resolution 2021-52, explaining that it authorizes the mayor to <br /> enter into a two-year contract with Cuyahoga County Board of Health. The proposed contract <br /> calls for a 10% increase in 2022 and an additional 10% increase in 2023 <br /> Commissioner Allan provided an update on the state of the COVID pandemic and the CCBH <br /> response. Some highlights included: <br /> • CCBH hired 32 contract staff to assist with vaccinations, contract tracing, homebound <br /> vaccinations, data analysis and other duties. <br /> • A phone bank was set up that responded to hundreds of calls per day for over a year. <br /> • County positivity rate is at about 9%. It has been moving in the right direction but is <br /> currently plateaued. <br /> • The County is still experiencing an average of 200 cases per day. This is down from the <br /> peak when there were 1,000 cases per day. The current rate remains 2-3 times higher than <br /> the CDC definition of high transmission. <br /> • Lakewood's vaccination rate is 70%. <br /> Commissioner Allan presented the numbers of cases, deaths, and hospitalizations in the County. <br /> He presented vaccination rates by age and race. He emphasized that hospitals are under stress. <br /> CCBH is providing booster shots and will soon help in the effort to vaccinate children ages 5-12. <br /> 1 <br />
