MINUTES OF THE HOUSING, PLANNING & DEVELOPMENT COMMITTEE <br /> MARCH 7, 2022 <br /> AUDITORIUM <br /> Present: Councilmembers Bullock, Kepple, & Shachner <br /> Also Present: Councilmember Baker& Rader Building Commissioner Chris Parmelee, Clerk <br /> Bach, & Deputy Clerk Lascu taking minutes <br /> Call to Order: 6:35 pm. <br /> Approval of the minutes of the October 25, 2021 and November 8, 2021 Housing, Planning <br /> & Development Committee meetings. <br /> Motion by Chairman Bullock, seconded by Councilmember Shachner to approve the minutes. <br /> All in favor. Motion passed. The minutes were approved. <br /> ORDINANCE 03-2022 -AN ORDINANCE to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council amending Section <br /> 1306.28 Water Heating Facilities, of the Lakewood Codified Ordinances to allow public <br /> bodies in the City of Lakewood to update the local code to the 2017 Ohio Plumbing Code. <br /> (1st read and referred to HPD 1/18/22;2"d reading 2/7/22) <br /> Chairman Bullock reviewed the ordinance noting that the change in the local code was made to <br /> match the state code. Commissioner Parmelee spoke to a basic language changes that were put <br /> into the ordinance to mimic the 2017 Ohio plumbing code. By definition, hot water was incorrect <br /> in the previous local code. Hot water is not to exceed 120 degrees in a bathtub and is supposed to <br /> be 140 degrees in a sink to kill salmonella and other common household bacteria. Discussion <br /> ensued on faucets and the Building Department's practices on plumbing inspections. <br /> Councilmembers than discussed the language in the ordinance. <br /> Motion by Chairman Bullock, seconded by Councilmember Kepple to substitute Ordinance 03- <br /> 2022. All in favor. Motion passed. Ordinance 03-2022 was substituted. <br /> Motion by Chairman Bullock, seconded by Councilmember Kepple to recommend the substitute <br /> version of Ordinance 03-2022 for adoption by the full Council. All in favor. Motion passed. <br /> Substitute Ordinance 03-2022 was recommended for adoption by the full Council. <br /> ORDINANCE 04-2022 -AN ORDINANCE to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council amending certain <br /> penalties within Chapter 13 Building Code, of the Lakewood Codified Ordinances to <br /> establish more appropriate penalties for violation of the Property Maintenance and Safety <br /> Code. (1st read and referred to HPD 2/7/22) <br />
