MINUTES OF THE PUBLIC SAFETY COMMITTEE MEETING <br /> November 8, 2021 <br /> AUDITORIUM <br /> Present: Councilmembers Neff, Bullock, Litten <br /> Also Present: Police Chief Kaucheck, Police Officer Ron Bunner, members of the public, Clerk <br /> Bach taking minutes <br /> Call to Order: 7:09 p.m. <br /> Approval of the minutes of the June 28, 2021 Public Safety Committee. <br /> Motion by Councilmember Neff and seconded to approve the minutes of the June 28, 2021 <br /> Public Safety Committee meeting. All members voted in favor. Motion passed. Minutes <br /> approved. <br /> ORDINANCE 37-2021 - AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br /> to take effect and be in force at the earliest period allowed by law, amending Sections <br /> within Chapter 144 Civil Service Commission to allow the hiring of one lateral entry police <br /> officer for every two officers hired off of the Civil Service Eligibility List. (Placed on P <br /> reading and referred to Public Safety 10118121) <br /> Chief Kaucheck introduced and explained Ordinance 37-2021, which proposes to allow for the <br /> hiring of one lateral police officer for every two officers hired from the Civil Service Eligibility <br /> List. The current policy calls for one lateral officer hired for every three officers hired from the <br /> Civil Service Eligibility List. Chief Kaucheck explained that lateral hires help the department as <br /> they are already certified and can get to work quickly without having to go through the Police <br /> Academy. He remarked that amending the ordinance will not require LPD to hire more lateral <br /> officers but that providing the flexibility is helpful. <br /> Officer Bunner addressed Council on behalf of the police union. He expressed the union's <br /> support for the change for the betterment of the department. He remarked on the need to change <br /> policy to entice good candidates to the department and that this is another tool to do so. <br /> Councilmember Neff expressed that she is happy to hear that the union and the administration <br /> agree on the proposed change. <br /> Councilmember Litten questioned whether this change goes far enough to bring about the <br /> intended outcomes. <br /> Chief Kaucheck remarked on the various improvements and upgrades that the department has <br /> recently made that may help attract officers such as an updated shooting range,jail and other <br /> 1 <br />
