MINUTES OF THE COMMITTEE OF THE WHOLE <br /> April 18, 2022 <br /> Auditorium <br /> Present: Councilmembers Baker, Bullock, Kepple, Litten, Rader, Shachner <br /> Also Present: Mayor George, Planning Director Leininger, Brent Sobczak from CASTO, Scott <br /> Simon of North Pointe Realty, Scott Dimit of Dimit Architecture, Ken Kalynchuk of PMC <br /> Consultants, Kolby Turnock of CASTO, Clerk Bach, Deputy Clerk Lascy taking minutes, <br /> approximately 12 members of the public <br /> Vice President Litten acknowledged and excused the absence of President O'Malley. <br /> Call to Order: 6:07 p.m. <br /> Approval of the minutes of the April ll, 2022 Committee of the Whole. <br /> Motion by Vice President Litten, seconded by Councilmember Kepple to approve the minutes <br /> from the committee's last meeting. All in favor. Motion passed. The minutes were approved. <br /> Communication from Mayor George, President O'Malley& Director Leininger regarding <br /> resolution authorizing the negotiation of a development agreement based on the executed <br /> term sheet with CASTO and North Pointe Realty for the Downtown Development. <br /> (Referred to COW 4/4/22) <br /> RESOLUTION 2022-14 -A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, authorizing the negotiation of <br /> an agreement by and between the City of Lakewood, Ohio, a municipal corporation and <br /> political subdivision in and of the State of Ohio (the "City"), related to the development of <br /> City-owned property at the southeast corner of Detroit Avenue and Belle Avenue. <br /> (Referred to COW 4/4/22) <br /> Brent Sobczak of CASTO provided a walkthrough of the site, use by use. He displayed a <br /> massing study that shows the plan for the site as it exists today. He shared displays of the plaza <br /> space, which is in conceptual design with buildings framing it. The design also seeks to <br /> encourage ground floor users of the building to interact with the public space and have it sized so <br /> it can accommodate Lakewood's public events. He highlighted various buildings on the plans, <br /> indicating general use or occupancy. <br /> Scott Dimit of Dimit Architecture introduced himself and his firm as the main architects on the <br /> project. Dimit is a Lakewood firm that's been located across the street from the site for the last <br /> 15 years. He spoke to how the plaza serves as the heart of the project, and at the size of 18,500 <br /> square feet(sq ft), is the same size as a full office floor plan. He noted the 4-story commercial <br /> building adjacent to the plaza, where Roundstone Insurance will occupy 2 floors. He added that <br /> 1 <br />
