MINUTES OF COMMITTEE OF THE WHOLE <br /> April 25, 2022 <br /> AUDITORIUM <br /> Present: Councilmembers Baker, Bullock, Kepple, Litten, Rader, Shachner <br /> Also Present: Mayor Meghan George, Chief of Staff Storey, Planning Director Leininger, <br /> Assistant Planning Director Milius, Law Director Corrigan, Tracey Nichols of Project <br /> Management Consultants, Brent Sobczak and Kolby Turnock of CASTO, Scott Simon of North <br /> Pointe Realty, Mike & Molly Schroeder of Roundstone Insurance, Greg Chillog of Edge <br /> Landscape, Clerk Bach taking minutes, approximately 20 members of the public <br /> Call to Order: 6:06 p.m. <br /> Motion made and seconded to excuse the absence of Councilmember O'Malley. All members <br /> voted in favor. Motion passed. <br /> Approval of the minutes of the April 18, 2022 Committee of the Whole. <br /> Motion by Vice President Litten, seconded by Councilmember Kepple to approve the minutes <br /> from the committee's April 18'', 2022 meeting. All in favor. Motion passed. Minutes approved. <br /> Communication from Mayor George, President O'Malley & Director Leininger regarding <br /> resolution authorizing the negotiation of a development agreement based on the executed <br /> term sheet with CASTO and North Pointe Realty for the Downtown Development. <br /> (Referred to COW 4/4/22) <br /> RESOLUTION 2022-14 -A RESOLUTION to take effect immediately provided it receives <br /> the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br /> effect and be in force after the earliest period allowed by law, authorizing the negotiation of <br /> an agreement by and between the City of Lakewood, Ohio, a municipal corporation and <br /> political subdivision in and of the State of Ohio (the"City"), related to the development of <br /> City-owned property at the southeast corner of Detroit Avenue and Belle Avenue. <br /> (Referred to COW 4/4/22) <br /> Director Leininger kicked off the discussion and reminded everyone that the term sheet is the <br /> beginning of the process between the City and the developer. Over the next several months the <br /> project will be evaluated and further discussed in detail in public meetings, including Planning <br /> Commission and Architecture Board of Review. Ultimately, a development agreement between <br /> the City and the developer will be presented to Council for final approval. <br /> Discussion with Roundstone President Mike Schroeder <br /> Michael Schroeder, President of Roundstone introduced his company to Council. Roundstone <br /> moved to Lakewood in 2015 and purchased and remodeled its current historic building in 2016. <br /> The company has 125 employees and does business in 40 states. Mr. Schroeder explained that <br /> Roundstone is rapidly growing its customer base by hundreds of new customers per year and is <br /> 1 <br />
