Referred to Public Safety <br />4/18/22 <br />Baker, Bullock, Kepple, Litten, <br />RESOLUTION NO. 2022-16 BY: Bader, Shachner <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at <br />least two thirds of the members of Council, or otherwise to take effect and be in force after the <br />earliest period allowed by law, authorizing the Mayor and/or Director of Finance or Director of <br />Law to allocate One Million Nine Hundred Thousand Dollars ($1,900,000) to for public safety <br />with such funds allocated from the American Rescue Plan ("ARP") and Coronavirus State and <br />Local Fiscal Recovery Funds ("CSLFRF"); <br />WHEREAS, Lakewood shall be receiving a total of $47,219,575 of CSLFRF through the <br />ARP, with the first fifty percent (50%) received last year and the second fifty percent (50%) to be <br />received this year, and; <br />WHEREAS, making sure that Lakewood is a safe and welcoming community is important, <br />and; <br />. WHEREAS, being proactive in hiring additional police officers in anticipation of <br />retirements, natural attrition, and the lengthy on -board time for new recruits and officers will allow <br />Lakewood to conduct the lengthy recruitment, hiring and training prior to those events; and <br />WHEREAS, having these additional officers on the street will facilitate a smooth transition <br />through the change of employees; and <br />WHEREAS, parks are one of Lakewood's most attractive assets; and <br />WHEREAS, providing additional safety in parks is essential to maintaining a safe and <br />attractive community; and <br />WHEREAS, based upon the eligibility parameters and guidance provided by US <br />Department of Treasury, public safety programs are deemed eligible expenditures; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the city of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public peace, property, health and safety, and to provide for <br />the usual daily operation of municipal departments in order to begin hiring additional police <br />officers and providing for park safety; now, therefore. <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. That One Million Nine Hundred Thousand Dollars ($1,900,000.00) be allocated <br />for public safety with such funds allocated from the American Rescue Plan ("ARP") and <br />Coronavirus State and Local Fiscal Recovery Funds ("CSLFRF") received by the City of <br />Lakewood after distribution from the US Department of Treasury. <br />
