MINUTES OF THE FINANCE COMMITTEE <br /> JULY 18, 2022 <br /> AUDITORIUM <br /> Present: Councilmembers Shachner (Chair) and Bullock <br /> Also Present: Councilmembers Baker, Litten, Marx, & Rader, Mayor George, Finance Director <br /> Rancatore, Building Commissioner Parmelee,Police Chief Kaucheck, Fire Chief Dunphy, <br /> Planning Director Leininger, Law Director Corrigan, IT Manager Mike Coletta, Chief of Staff <br /> Storey, Clerk Bach <br /> Call to Order: 5:55 p.m. <br /> Chair Shachner gave an overview of the meeting process and described how he envisioned this <br /> year's annual budget meetings proceeding. He prompted a shift in focus from departmental <br /> recaps and accomplishments to discussion on what departments need/want and understanding <br /> what the tradeoffs for those might be, along with their affordability. <br /> Approval of the minutes of the June 21, 2022 meeting of the Finance Committee. <br /> Motion by Chair Shachner, seconded by Councilmember Bullock to approve the minutes from <br /> the committee's last meeting. All in favor. Motion passed. <br /> Communication from Councilmember Shachner regarding Council and Lakewood <br /> residents' budget priorities. (Referred to Finance 07/05/22) <br /> Chair Shachner opened discussion and invited councilmembers to share their budget priorities. <br /> Councilmember Bullock shared a handout of his budget priorities, which spanned 4 policy areas: <br /> Public Works & Sustainability; Housing, Planning, & Development; Public Safety; and City <br /> Council. The list entailed new proposals and continuations of past ones. Some of the items listed <br /> included opening bathrooms at Edwards & Cove Park during the same hours as other city parks, <br /> expanding the Lakewood Park Skate Park, ensuring proper watering of trees, expanding electric <br /> vehicle capacity, conducting an affordable housing study, conducting an analysis of Lakewood <br /> Dispatch, adding resources for a communications consultant, among others. (see attached for <br /> complete list). <br /> Councilmember Rader stated his priorities, which included budgeting resources for the climate <br /> action plan, expanding the city's electric vehicle program, using solar energy for city buildings, <br /> supporting the Anti-Racism Task Force with resources, implementing a housing study, <br /> enhancing specialty training for public safety forces, improving accessibility of curb cuts, among <br /> others. <br /> Councilmember Baker noted his high-level priorities, which were focused on continued <br /> investment in Ward I parks through the city's capital plan and incorporating pickle ball courts <br /> into them, funding a third-party housing study, hosting a spay and neuter clinic, and investing in <br /> traffic calming and complete streets programs. <br /> 1 <br />
