Baker, Bullock, Kepple, Litten, RESOLUTION NO.2022-41 BY: Marx f Rader' Shachner A RESOLUTION to take effect immediately providing it receives the affirmative vote of at least two thirds of the members of the Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing the Mayor and/or Director of Public Works to file an Urban Canopy Restoration Grant Application with the Ohio Department of Natural Resources (ODNR) requesting $25,000 in matching state funds to support the planting of trees on public lands during the fall 2023 planting season, and to obligate funds to satisfactorily complete the proposed project by December 31, 2023. WHEREAS, the United States Department of Agriculture Forest Service has appropriated funds to the State of Ohio with the intention to address critical needs to restore and improve urban forests, reduce stormwater runoff, and reduce the impact of climate change, while building resiliency through tree planting in urban communities where trees are critical to equitable health outcomes; and WHEREAS, ODNR has created the Urban Canopy Restoration Grant Program to award up to $25,000 to municipalities and local governments throughout the state in furtherance of these goals; and W]H EREAS, grant requests must be matched equally, dollar for dollar, through non-federal funds; and WHEREAS, the City of Lakewood desires financial assistance under this program to improve the City's urban canopy in accordance with its Tree Action Plan 2022 and Cuyahoga County Climate Action Plan; and WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lakewood, this Council by a vote of at least two thirds of its members determines that this resolution is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public property, health, and safety and to provide for the usual daily operation of municipal departments in that this application must be received no later than October 14, 2022; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, OH: Section 1. Council hereby authorizes the Mayor and/or Director of Public Works to submit an Urban Tree Canopy Restoration Grant Program application on behalf of the City of Lakewood
