MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br /> OCTOBER 3, 2022 <br /> AUDITORIUM <br /> Present: Councilmembers Rader, Bullock& Baker <br /> Also Present: Councilmembers Kepple and Marx, Human Services Director Berry, Public <br /> Works Director Ducu, Planning Director Leininger, Chief of Staff John Storey, Appointed Law <br /> Director Ernie Vargo, members of the public, Clerk Bach taking minutes and Council staff. <br /> Call to Order: 6:34 p.m. <br /> Approval of the minutes of the September 19, 2022 meeting of the Public Works & <br /> Sustainability Committee. <br /> Motion was made and seconded to approve the minutes of the September 19, 2022 meeting of <br /> the Public Works & Sustainability Committee. All members in favor. Motion carries. <br /> ORDINANCE 28-2022 -AN ORDINANCE to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force at the earliest period allowed by law, <br /> amending various sections of the Lakewood Codified Ordinances to establish fees <br /> for the use of Cove Community Center and to update the fees charged for all <br /> properties available to the public to rent. <br /> Chair Rader requested that a substitute version of the ordinance, prepared by Council, be <br /> distributed. He summarized the changes, explaining that it clarifies Council's role and authority <br /> to reserve city space free of charge for civic and governmental functions. <br /> Director Berry shared a spreadsheet with results of a survey of rental rates of public and private <br /> event spaces in the region prepared by his team. In developing a rental rate for the space at Cove, <br /> he explained that the rate had to cover the costs of maintenance and security and also be <br /> reasonably affordable to the public. Director Berry distributed a calendar of activities at Cove to <br /> illustrate how busy the facility is at all hours of the day. <br /> Director Berry discussed the two spaces within Cove that will be available for rent and the <br /> proposed rental rates of each. <br /> In response to a question, Mr. Berry explained that an online scheduling portal will be used to <br /> coordinate and book rentals. He explained that a dedicated Human Services staff member will be <br /> in charge of the bookings. He explained that this is important because the staff member needs to <br /> be aware of the nuanced department schedule and functions. He confirmed that the space can be <br /> booked by phone or online. <br /> 1 <br />
