Baker, B�illock, Kepple, Litten, <br />Shachner <br />RESOLUTION NO.2023-03 <br />A RESOLUTION to take effect immediately provided it receives the affirmative <br />vote of at least five members of Council, or otherwise to take effect and be in force after <br />the earliest period allowed by law, authorizing the Director of Finance to donate a <br />Portacount 8030 self-contained breathing apparatus (SCBA) mask fit testing unit <br />("Portacount") to the Westshore Technical Rescue Team for use as a trade-in unit to <br />purchase a new SBCA Mask Fit Testing unit for regional use. <br />WHEREAS, all firefighters with facial hair are required to be fit tested annually <br />for their SCBA masks to ensure a proper fit for their safety; and <br />WHEREAS, the City of Lakewood owns a Portacount that is becoming obsolete <br />and will need to be replaced; and <br />WHEREAS, Lakewood's SCBA fit testing unit is regularly used by other west - <br />shore fire departments for mask fit testing for their firefighters; and <br />WHEREAS, annually, Lakewood projects to spend more than $6,000 prior to the <br />Portacount becoming obsolete in supplies and calibration of the equipment; and <br />WHEREAS, Lakewood is estimating that trading the Portacount in now, prior to <br />it becoming obsolete, would be an expense to the City of approximately $14,500; and <br />WHEREAS, the Westshore Technical Rescue Team, comprised of west -side <br />suburban fire departments, anticipates receiving a grant from Cuyahoga County to fund <br />the purchase of a SCBA mask fit testing unit for regional use; and <br />WHERAS, Lakewood could partially offset the cost of a regional unit by <br />donating the Portacount to the Westshore Technical Rescue Team, as the new unit will be <br />available to the City and all other participating west -shore communities; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City <br />of Lakewood, this Council by a vote of at least two-thirds of its members determines that <br />this resolution is an emergency measure and that it shall take effect immediately, and that <br />it is necessary for the immediate preservation of the public property, health, and safety <br />and to provide for the usual daily operation of municipal departments, in that it is in the <br />best interest of the City to donate the equipment to facilitate the acquisition of new <br />equipment that will be available to the City; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />
