MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br /> February 27, 2023 <br /> AUDITORIUM <br /> Present: Councilmember Rader(Chair), Baker, Bullock <br /> Also Present: Councilmembers Kepple & Marx, Chief of Staff John Storey, Law Director <br /> Vargo, Planning Director Leininger, Assistant Director of Planning David Baas, Leslie Favre <br /> Krogman and staff from the Recreation Department <br /> Call to Order: 6:02 p.m. <br /> Approval of the minutes of the January 9, 2023 meeting of the Public Works & <br /> Sustainability Committee. <br /> Motion by Councilmember Rader, seconded by Councilmember Baker to approve the minutes of <br /> the January 9, 2023 meeting of the Public Works & Sustainability Committee. Councilmembers <br /> Rader and Baker voted in favor. Councilmember Bullock was absent. Motion passed. Minutes <br /> approved. <br /> RESOLUTION 2023-07 -A RESOLUTION to take effect immediately provided it <br /> receives the affirmative vote of at least two thirds of the members of Council, or <br /> otherwise to take effect and be in force after the earliest period allowed by law, <br /> establishing rates of admission to the Lakewood municipal swimming pools located <br /> at Lakewood Park and Madison Park, and superseding Ordinance 10-19 and all <br /> other ordinances inconsistent herewith. (referred to PWS 2/6/23) <br /> Leslie Favre Krogman of the Recreation Department delivered a presentation in which she <br /> discussed the proposed changes to the entrance fees for Foster Pool and Becks Pool to go into <br /> effect for the upcoming season. The recommendations were informed by rates in surrounding <br /> communities and Lakewood's previous pool rates. Ms. Krogman presented the 2022 pool rates <br /> and compared them to the proposed 2023 rates. <br /> She explained that swim lessons will be restructured in 2023, going from 9 lessons over three <br /> weeks to a session of four lessons, with separate rates for residents and non-residents. She <br /> explained the rental fees and structures for 2023. <br /> Ms. Krogman explained the rationale for the increase in rates, citing the increase in the price of <br /> pool chemicals and the increase in wages from $9.30 to $10.10 per hour. She mentioned that the <br /> lifeguard staff require certifications for which they must pay to achieve. <br /> She noted that while she researched the rates of surrounding communities, she was confident that <br /> the proposed rates were in the best interest of Lakewood. She further remarked that the pool fees <br /> have not been increased in over a decade, noting that the topic was last considered in 2019 when <br /> the Recreation Department sought an increase in order to eliminate the use of change. <br /> 1 <br />
