Baker, Bullock, Litten, Marx, Rader, Shachner RESOLUTION NO. 2023-23 BY: A RESOLUTION to take effect immediately provided it receives the vote of at least two thirds of the members of Council, or otherwise to take effect at the earliest period allowed by law, authorizing the Mayor and/or Director of Finance or Director of Law to allocate and expend $86,178 of American Rescue Plan Act (ARPA) funds for accessibility expansion at Lakewood Public Library Madison Branch. WHEREAS, Lakewood received a total of $47,219,575 of Coronavirus State and Local Fiscal Recovery Funds (CSLFRF) through the ARPA, with the first fifty percent (50%) received in 2021 and the second fifty percent (50%) received in 2022; and WHEREAS, the City of Lakewood has already allocated the majority of these funds toward public infrastructure projects including park and sewer improvements, public safety and human services; and WHEREAS, $3,000,000 of remaining ARPA funds were set aside to address initiatives proposed by Lakewood City Council; and WHEREAS, in February 2023 City Council established a process whereby community organizations, city departments, and businesses were invited to propose specific uses of the funds within the funding guidelines to address community needs; and WHEREAS, City Council held five hearings between March and May to discuss the merits of each proposal, hear from entities who submitted proposals, and deliberate on the highest and best use of these one-time funds; and WHEREAS, at its fifth and final hearing on this topic, the Committee of the Whole unanimously moved to recommend this legislation making the following allocation: Library Accessibility Expansion $869178 WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lakewood, this Council by a vote of at least two thirds of its members determines that this resolution is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public peace, property, health and safety, and to provide for the usual daily operation of municipal departments in order to assist the funding of these various programs and projects; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. That $86,178 be allocated from American Rescue Plan Act (ARPA) funds and be spent on the projects in the identified amounts listed in the preamble to this resolution in accordance with the description of those projects provided to and considered by Council in public meetings. Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that
