<br />MINUTES OF COMMITTEE OF THE WHOLE <br />MAY 8, 2023 <br />AUDITORIUM <br />Present: Councilmembers Baker, Bullock, Kepple, Litten, Marx, Rader, Shachner <br />Also Present: Mayor George, Finance Director Rancatore, Police Chief Kaucheck, Public Works <br />DirectorGordon, Law Director Ernie Vargo, Fire Chief Dunphy, Human Services Director Berry, <br />Human Resources Director Dillinger, Chief of Staff John Storey, Senior City Planner Knochta, <br />City Planner Cramer, Clerk Bach and Council staff <br />Call to order: 6:07 p.m. <br />Approval of the minutes of the April 24, 2023 Committee of the Whole. <br /> <br />Motion was made and seconded to approve the minutes of the April 24, 2023 Committee of the <br />Whole. All members voted in favor. Motion passed. Minutes approved. <br />ORDINANCE 12-2023 -AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least five (5) members of Council, or otherwise to take <br />effect and be in force after the earliest period allowed by law, to amend Section 144.14 <br />Original Appointment to the Division of Police, of the Codified Ordinances of the City of <br />st <br />Lakewood for the purpose of modifying the lateral hire process. (1 read & referred to <br />COW 5/1/23) <br /> <br />Director Dillinger mentioned the Administration’s meeting with the union to talk through their <br />concerns. The union was looking for a percentage of the rolling calendar year. Director Dillinger <br />explained the flexibility of staying within a percentage. There is no amended language yet, but <br />drafted language has been sent to the Law Department. Director Dillinger expects there willbe <br />updated language by the next meeting. <br />President Litten explained that any substantive changes could be discussed on the floor next <br />week. <br />Councilmember Baker clarified with Director Dillinger that the ordinance would just amend the <br />Codified Ordinance language to allow Civil Service to update itsrules. <br />Motion by President Litten, seconded by Councilmember Rader to refer Ordinance 12-2023 to <br />Full Councilwithout a recommendation. All in favor. Motion passed. <br />Communication from President Litten regarding former Youth Division Building at <br />Madison Ave. (referred to COW 5/1/23) <br />Director Leininger shared that a draft of the purchase agreement has been sent to Lakewood <br />Community Services Centerand he hopes to get that on Council’s May 15 agenda. <br />1 <br /> <br /> <br />
