<br />MINUTES OF THE PUBLIC WORKS & SUSTAINABILITY COMMITTEE <br />JUNE 20, 2023 <br />AUDITORIUM <br /> <br />Present: Councilmembers Rader (Chair), Baker <br />Also Present: Councilmember Marx, Mayor George, Law Director Vargo, Assistant Law <br />Director Crossman, Chief of Staff Storey, Public Works Director Gordon, Planning Director <br />Leininger, Assistant Planning Director Baas, Mr. Tim McCarthy & Mr. Russ Sinkewich of <br />Lakewood Community Ice, Council staff <br />Call to Order: 6:00 p.m. <br />Approval of the minutes of the June 12, 2023 meeting of the Public Works & <br />Sustainability Committee. <br />th <br />Without objection from the committee, Chairman Rader approved the minutes of the June 12 <br />meeting of the Public Works & Sustainability Committee. <br />S. RESOLUTION 2023-31 - A RESOLUTION to take effect immediately provided it receives <br />the affirmative vote of at least five members of Council, or otherwise to take effect and be in <br />force after the earliest period allowed by law, authorizing and directing the Mayor to enter <br />into an operating agreement with Lakewood Community Ice for 14740 Lakewood Heights <br />st <br />Boulevard, known as Winterhurst Ice Rink. (1 read & referred to PWS 6/5/23) <br />Law Director Vargo introduced Assistant Law Director Jeff Crossman who has been entrusted to <br />work on the agreement with Lakewood Community Ice (LCI) <br />Assistant Law Director Crossman explained that the agreement provided to Council is almost <br />complete. He spoke about the responsibilities for the City and LCI as well as the incentives for <br />LCI to perform at a high level. <br />Councilmember Baker expressed his appreciation toward the Law and Planning departments for <br />the work done on the agreement. He suggested a special meeting to review the agreement and <br />speak about finances before the June 30 deadline. <br />Councilmember Baker asked about the operator’s incentive to perform well. Assistant Law <br />Director Crossman explained the incentive to generate revenue for the facility in the form of <br />sponsorships where LCI would receive a portion of earnings. Councilmember Baker asked for <br />the mechanics of how revenues will come in and how expenditures will get paid. Mr. Crossman <br />went through the application for property tax exemption for next year as well as the budgeting <br />process. The City will pay utilities directly while the majority of expenses will be through LCI <br />with a City reimbursement. <br />Assistant Law Director Crossman and Councilmember Baker went over the projections of City <br />costs beyond the initial $160,000. A report regarding the anticipated July expenses was given to <br />Council. The projections will be reviewed on a monthly basis. The current objective is to get the <br />st <br />projected total budget by July 1. <br />1 <br /> <br />
