MINUTES
OF A MEETING OF
LAKEWOOD CITY COUNCIL
AUDITORIUM
July 17, 2023
7:30 P.M.
Regular Meeting of the Lakewood City Council called to order at 7:30 PM by PresidentLitten
****

Present: Thomas R. Bullock III,Kyle Baker, John Litten, Sarah Kepple, Cindy Marx, Tristan
Rader, Jason Shachner
Also Present: Mayor George, Finance Director Rancatore, Acting Police Chief Fischer, Public
Works Director Gordon, Law Director Ernie Vargo, Planning Director Leininger, Fire Chief
Dunphy, Deputy Clerk Hamideh
****
Motion by President Litten, seconded by Vice President Kepple to approve the minutes of the
July 3, 2023 General Meeting without the necessity of a reading. All in favor. Motion passed.
***OLD BUSINESS***
1.Report from Housing, Planning & Development Committee meeting held July 17, 2023 (to
be provided)
Councilmember Bullock delivered the following report:
The Housing, Planning and Development Committee met just prior to tonight’s
meeting, and had a discussion of the scooter/micro-mobility pilot program with
members of the administration, one comment from the public and also an
impromptu visit from the County Sustainability Director who had a hand in
creating the program that we participated in. It was a good discussion – simply an
opportunity to delve into more details so that we understood what worked well and
what didn’t work well in the first pilot. The administration shared that the program
is currently suspended. The program could be restarted if solutions are identified
for some of the problems that we have encountered which include near misses,
properly docking the scooters after a trip, and customer service from the companies
to resolve problems. So, it was a good discussion in a number of different
directions. I think it is accurate to say that City Council expressed support for many
aspects of the program along with some concern with the operational experience.
It was a good analysis and discussion to be continued in the future.
1
