DocuSign Envelope ID: D6BDA395-EEAA-4533-AAF3-8EA3D8F417C8 <br />RESOLUTION NO. 2023-62 BY: Baker, Bullock, Kepple, <br />Litten, Marx, Rader, Shachner <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of <br />at least two-thirds of the members of Council, or otherwise to take effect at the earliest period <br />allowed by law, authorizing the Mayor or the Director of Planning & Development to apply to <br />the Cuyahoga County Community Development Supplemental Grant Program for a $50,000 <br />grant to be used for the transformation of 2048 Halstead Avenue into a new east entrance of <br />Madison Park through the Madison Park - Birdtown Neighborhood Connector Project. <br />WHEREAS, on October 17, 2023, the proposed grant application was presented in a <br />public forum at the Lakewood Public Library Main Branch and previous meetings were held to <br />gather resident feedback regarding the proposed new east entrance at Madison Park. <br />WHEREAS, the Madison Park - Birdtown Neighborhood Connector Project involves the <br />demolition of the blighted and vacant structures at 2048 Halstead Avenue, grading and reseeding <br />of the property, installation of privacy screening along the side property lines as requested by the <br />adjacent neighbors, installation of landscaping, and construction of a path leading from Halstead <br />Avenue to Madison Park, and <br />WHEREAS, the project is a priority recommendation of the draft Madison Park Master <br />Plan and will provide a direct connection between Madison Park and the Birdtown neighborhood <br />at Thrush Avenue supporting improved resident access to the park; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />ordinance is an emergency measure and that it shall take effect immediately, and that it is <br />necessary for the immediate preservation of the public property, health, and safety and to provide <br />for the usual daily operation of municipal departments, in that this property is currently vacant <br />and should be renovated and occupied; now, therefore <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Mayor or Director of Planning & Development is hereby authorized to <br />prepare and submit an application to the Cuyahoga County Community Development <br />Supplemental Grant Program for a $50,000 grant to be used for transformation of 2048 Halstead <br />Avenue into a new east entrance of Madison Park through the Madison Park. <br />Section 2. The Mayor or the Director of Planning & Development is hereby authorized <br />and directed to enter into all agreements as may be necessary and appropriate for obtaining this <br />financial assistance. <br />Section 3. It is found and determined that all formal actions of this Council concerning <br />and relating to the passage of this resolution were adopted in an open meeting of this Council, <br />and that all such deliberations of this Council and of any of its committees that resulted in such <br />formal action were in meetings open to the public in compliance with all legal requirements. <br />
