WHEREAS, Lakewood received a total of $47,219,575 of Coronavirus State and Local Fiscal Recovery Funds (CSLFRF) through the ARPA, with the first fifty percent (50%) received in 2021 and the second fifty percent (50%) received in 2022; and WHEREAS, in February 2023 City Council established a process whereby community organizations, city departments, and businesses were invited to propose specific uses for a $3,000,000 tranche of ARPA funds specifically set aside for projects and initiatives proposed by Lakewood City Council intended to address community needs; and WHEREAS, of this $3 million tranche, approximately $249,000 remains as of December 4, 2023; and, WHEREAS, Lakewood City Council supports allocating $20,000 of these remaining funds towards upgrading signage at Lakewood City Hall. WHEREAS, because the Administration shares an interest in this project, the Mayor will contribute $20,000 from the City's General Fund, ARPA funds, or other allowable source; and, WHEREAS, as set forth in Section 2. 12 of the Third Amended Charter of the City of Lakewood, this Council by a vote of at least two thirds of its members determines that this resolution is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public peace, property, health and safety, and to provide for the usual daily operation of municipal departments in order to fund this project in a timely manner; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. That $20,000 shall be allocated from City Council's American Rescue Plan Act (ARPA) funds and spent on upgrading signage at Lakewood City Hall. Section 2.
