DocuSign Envelope ID: D733A3F0-EC57-49D6-A4C4-7A15E4E44C25 <br />Referred to COW 12/4/23 <br />RESOLUTION NO. 2023-66 <br />Please substitute for the original <br />BY: Baker, Bullock, Litten, Marx, <br />Rader, Shachner <br />A RESOLUTION to take effect immediately provided it receives the vote of at least two <br />thirds of the members of Council, or otherwise to take effect at the earliest period allowed by <br />law, authorizing the Mayor and/or Director of Finance or Director of Law to allocate and expend <br />American Rescue Plan Act (ARPA) funds on the creation of a parking lot on a vacant city -owned <br />parcel at the northwest corner of Newman Avenue and Madison Avenue. <br />WHEREAS, Lakewood received a total of $47,219,575 of Coronavirus State and Local <br />Fiscal Recovery Funds (CSLFRF) through the ARPA, with the first fifty percent (50%) received <br />in 2021 and the second fifty percent (50%) received in 2022; and <br />WHEREAS, in February 2023 City Council established a process whereby community <br />organizations, city departments, and businesses- were invited to propose specific uses for a $3 <br />million tranche of ARPA funds specifically set aside for projects and initiatives proposed by <br />Lakewood City Council intended to address community needs; and <br />WHEREAS, of this $3 million tranche, approximately $249,000 remains as of December <br />4, 2023; and, <br />WHEREAS, Lakewood City Council supports allocating $250,000 of these remaining <br />funds towards the completion of a parking lot on a vacant city -owned parcel at the northwest <br />corner of Newman Avenue and Madison Avenue to address longstanding neighborhood parking <br />needs; and, <br />WHEREAS, because the Administration shares an interest in this project, the Mayor will <br />contribute $50,000 from the City's General Fund, ARPA funds, or other allowable source; and, <br />WHEREAS, as set forth in Section 2. 12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is <br />necessary for the immediate preservation of the public peace, property, health and safety, and to <br />provide for the usual daily operation of municipal departments in order to fund this project in a <br />timely manner; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. That $250,000 shall be allocated from City Council's American Rescue Plan Act <br />(ARPA) funds and spent on the creation of a parking lot on a vacant city -owned parcel at the <br />northwest corner of Newman Avenue and Madison Avenue. <br />Section 2. That $50,000 of the City's funds shall be allocated and spent on the above -mentioned <br />parking lot project. <br />
