WHEREAS, Lakewood received a total of $47,219,575 of Coronavirus State and Local Fiscal Recovery Funds (CSLFRF) through the ARPA, with the first fifty percent (50%) received in 2021 and the second fifty percent (50%) received in 2022; and WHEREAS, in February 2023 City Council established a process whereby community organizations, city departments, and businesses were invited to propose specific uses for a $3,000,000 tranche of ARPA funds specifically set aside for projects and initiatives proposed by Lakewood City Council intended to address community needs; and WHEREAS, of this $3 million tranche, approximately $249,000 remains as of December 43 2023; and, WHEREAS, Lakewood City Council supports allocating $4,000 of these remaining funds towards the completion of the Lakewood Public Library's Story Walk Projects; and, WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lakewood, this Council by a vote of at least two thirds of its members determines that this resolution is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public peace, property, health and safety, and to provide for the usual daily operation of municipal departments in order to fund this project in a timely manner; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: Section 1. That $4,000 shall be allocated from City Council's American Rescue Plan Act (ARPA) funds towards the completion of the Lakewood Public Library's Story Walk Projects. Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements. Section 3. This resolution is hereby declared to be an emergency measure for the immediate preservation of the public peace, property, health, safety, and welfare in the City and for the usual daily operation of the City for the reasons set forth and defined in the preamble to
