<br />MINUTES <br />OF A MEETING OF <br />LAKEWOOD CITY COUNCIL <br />AUDITORIUM <br />DECEMBER 4, 2023 <br />Regular meeting of the Lakewood City Council called to order at 7:43 PM by President Litten <br />**** <br />Present: Councilmembers Marx, Shachner, Litten, Bullock, Rader, Baker, Kepple <br />Also Present: Mayor George, Fire Chief Dunphy, Human Services Director Berry, Public Works <br />Director Gordon, Police Chief Fischer, Law Director Vargo, Finance Director Rancatore, Assistant <br />Planning Director Baas, and Council Staff. <br />**** <br />Motion by President Litten, seconded by Vice President Kepple, to approve the minutes of the <br />November 20, 2023 General Meeting without the necessity of a reading. All in favor, motion <br />passed. <br />***OLD BUSINESS*** <br />1.S. ORDINANCE 18-2023 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least five members of Council, or otherwise to take effect <br />and be in force after the earliest period allowed by law, establishing new purchasing limits <br />st <br />in line with theOhio Revised Code for the City of Lakewood. (1 read & referred to <br />nd <br />Finance Committee 9/5/23; 2 reading 9/18/23) (pg. 1) <br />Motion by President Litten to adopt S. Ordinance 18-2023, seconded by Vice President Kepple. <br />Director Vargo asked if the ordinance under consideration includes the three non-substantive <br />changes that he proposed to Finance Committee Chairman Shachner, earlier in the day. <br />Councilmember Shachner said that the changes will need to be made on the floor and asked <br />Director Vargo to describe the edits. After Director Vargo reviewed the minor changes, <br />Councilmember Shachner made a motion to amend the ordinance to include the three changes <br />reviewed on the floor. <br />President Litten withdrew his original motion to adopt the ordinance. <br />Councilmember Shachner then made a motion to amend S. Ordinance 18-2023 as recommended <br />by Director Vargo. President Litten seconded the motion. <br />In response to a question from Councilmember Bullock, Councilmember Shachner clarified that <br />the last line of Section 5(a) of the amended ordinance will read: “shall include an outline of the <br />internal controls in legislation to council…” <br />1 <br /> <br />
