<br />MINUTES OF THE HEALTH & HUMAN SERVICES COMMITTEE <br />October 23, 2023 <br />AUDITORIUM <br />Present: Councilmembers Kepple, Marx & Rader <br />Also present: Councilmember Baker, Councilmember Bullock, Councilmember Shachner, Law <br />Director Vargo, Development Director Leininger, Human Services Director Berry, Human <br />Services Assistant Director Laura Jaissle, Kate Ingersoll (Executive Director, Healthy Lakewood <br />Foundation), Mark Walters (Director of Community and District Activities, Lakewood Public <br />Schools), Kristen Broadbent (President and CEO, Three Arches Foundation), Council staff <br />Call to Order: 6:19 p.m. <br />Approval of the minutes of the Health & Human Services Committee held June 26, <br />2023. <br />Motion by Vice President Kepple, seconded by Councilmember Rader to approve the minutes of <br />the June 26, 2023 meeting of the Health and Human Services Committee. All members voted in <br />favor. Minutes approved. <br />Communication from Assistant Director Bass regarding the Community Health <br />Action Team (CHAT) – Interim Report.(referred to HHS 09/18/23) <br />Vice President Kepple introduced the evenings topic and stated that Kate Ingersoll will be filling <br />in for Assistant Director Bass this evening. Director Ingersoll began the presentation by <br />providing background on the interim report and introducing the seven core organizational <br />members of the Community Health Action Team (CHAT). She explained that they are required <br />to provide an annual report, but since the team prioritizes transparency and is so excited about <br />the work they have been doing, they decided to provide a six-month interim update. She then <br />reviewed the presentation materials and explained how the suggested interventions were <br />narrowed down and refined within the Social Determinants of Health framework. She said that <br />the next steps will be to form sub committees to work on interventions for the five focus areas; <br />housing, community information strategy, out of school time/enrichment, healthy food access, <br />access to physical/behavioral health. The subcommittees will be formed in November and begin <br />meeting in January, and the annual report to the administration and Council will be in March. <br />Councilmember Rader pointed out that some of this work will involve legislative action, and he <br />asked if Director Ingersoll could speak to the arc of the work and how that might be addressed. <br />She replied that they have not yet developed guidelines around how policy would be <br />recommended through this group. She explained that they viewed the recommendations as a <br />forum for exploring the issues and as a platform to bring in issue experts to educate the <br />subcommittees on the topic. She said they hope Councilmembers will also participate in that <br />learning process to better understand what would really be impactful for the community. <br />Councilmember Bullock commented that this is a very ambitious process and he wondered if <br />they have identified key metrics that can be used to measure success.
