DocuSign Envelope ID: 57F719EE-8FE4-42B9-8A7D-AD46878508C9 <br />RESOLUTION NO. 2024-11 BY: Baker, Bullock, Kepple, Marx, <br />Rader, Shachner, Strebig <br />A RESOLUTION to take effect immediately provided it receives the vote of at least two thirds of <br />the members of Council, or otherwise to take effect at the earliest period allowed by law, authorizing the <br />City of Lakewood to enter into an agreement to accept Northeast Ohio Public Energy Council ("NOPEC") <br />Energized Community Grant ("NEC Grant"). <br />WHEREAS, Lakewood is a member of NOPEC and has been awarded $146,966.00 for its 2024 <br />NEC Grant to be spent in accordance with program guidelines and $3,500.00 for its 2024 Community Event <br />Sponsorship; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lakewood, <br />this Council by a vote of at least two thirds of its members determines that this resolution is an emergency <br />measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of <br />the public property, health, and safety and to provide for the usual daily operation of municipal departments <br />in that entering into this grant agreement immediately will allow Lakewood to access the funds and begin <br />qualifying projects; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. The Council of the City of Lakewood hereby authorizes the Mayor to apply for and to <br />enter into any and all necessary agreements to accept and receive the NEC Grant(s) and Community Event <br />Sponsorship amount for 2024 and to enter into and execute the grant agreement and any other required <br />ancillary documentation with NOPEC to effectuate the foregoing. <br />Section 2. It is found and determined that all formal actions of this Council concerning and relating <br />to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliber- <br />ations of this Council and of any of its committees that resulted in such formal action were in meetings <br />open to the public in compliance with all legal requirements. <br />Section 3.
