<br />MINUTES OF COMMITTEE OF THE WHOLE <br />FEBRUARY 4, 2024 <br />COUNCIL OFFICE SUITE <br />Present: Councilmembers Baker, Bullock, Kepple, Marx, Rader, Shachner, Strebig <br />Also Present: Council staff, two members of the public <br />Call to Order: 1:00 p.m. <br />th <br />Approval of the Minutes of the January 29 Committee of the Whole <br />Motion was made and seconded to approve the minutes. All members voted in favor. <br />Council priorities for 2024 and administrative matters related to general Council <br />operations <br />President Kepple introduced a strategic planning framework to guide the dayÓs agenda and <br />CouncilÓs future work. She identified the CityÓs Community Vision as the chief guiding <br />document as well as a number of other guiding documents, studies, and plans that are informed <br />and supported by the Community Vision. These documents include: <br /> Active Transportation Plan <br /> ADA Transition Plan <br /> Affordable Housing Strategy <br /> Climate Action Plan <br /> Community Health Needs Assessment Action Plan <br /> Downtown Development <br /> Integrated Wet Weather Improvement Plan (IWWIP) <br /> Racial Equity Plan <br />Additionally, a potential Smart City Initiative was identified as a similarly high-level idea to be <br />considered. <br /> Smart City Initiative <br />Additionally, Council identified administrative day-to-day operations, as a separate and <br />important guiding priority. The Grow Lakewood report from the early 2000s was also mentioned. <br />Using the strategic planning framework, members shared their thoughts regarding these guiding <br />documents and priorities. President Kepple emphasized that these documents represent existing <br />commitments which impact the budget and staff capacity, and of which councilmembers should <br />be mindful when proposing additional projects. <br />The discussion then shifted towards the major projects needed to achieve the City's vision, goals, <br />and plans as set forth in these documents.
