statutes of the State of Ohi.op shall be assessed 3n proportion to the benefits whieh aay resta].t frvm the i.mprovement, upon the folloyring described lots and .lands-, to-Wit: Qll lots and lancls bouading and abutting upon the proposed impraveanent, which saa.d lots, and 1.ands are hereby determined to be.$pecially beflefa.tted by said improvemerit and tYie eost of said improvemeut shall include the expense of the preliminary and other surveys and of printin&and publ.ishing the notiees, resolutions.and orciinanees requixed, and.of 'sexving of said notices,.the cost of construetion, together with interest on notes and bonds issned in-antieipatiou of the collection of deferred assessments' and all other necessary expenses:or expenditures, including the cost of Irtersections, together w3.th the cost of?ang real estate therein purchased or appropriated, and the costs and expenses of,,ar?,y appro- priation proceeding; therefor, , and the damages awarded any ovaner -of - adjoining lands and interest therein, axui.the costs and expenses-of such award. " Sec. 5. That t,he assessments so to be-.levied shall be paid in ten (10) annu??installments wi.th interest on deferred payments at the same rate._as-shall be borne by the bonds ta be issued in aiatieipation of the colleetion thereof; provi.ded that the owner of any property assessed., may, at his option, pay such,-assessment in cash within thirty (30) days after the passage of the assess3.ng ordi:nance. , Sec. 6. That bonds of the Village of Mayfield shall be issued in antieipa ion=o the collection vf assessments by installments and i.n an amount equal thereto; and notes of said V311age shall be issued in antieipation.of the issue,of such bonds.
