That it is necessary to irnprove Highland Road in the <br />Village of-TaFLield, Ohio' from the Westerl.y line of the Vi7lage of I"iayfield <br />in an Easterly Direction to the ldestexly L3ne oi SOM Center Road by the <br />construction of.a 16" wa-ter ma,in.. Council hereby declax°es tYzat said in7prove- <br />ment is conducive to the public health, convenience and welfareQ <br />Sec. 2. ^lhat tne construc-rion and grade of sa.id w-ater main as <br />improved shall be as shotirn by the Engi.neer's pla.ns and profiles on file <br />with the Vi]lage Clerk in the ViJlage Ha].19 which said plans and proiiles <br />are ma,de a part heieof. . <br />Sec. 3. That the plans, specifications3 estimai.es and profiles <br />of the proposed.improvemen-c heretofore prepared by the Engineer and no%r <br />on file in the office of the C1erk of the Village of Mayfield be, and the <br />same are, hereby approved. <br />Sec. 4, TYat 60% of the cost of said improvemen'u shall be assessed <br />in proportion to the benefits which may result from the improvement, upon <br />the fo].lowing described lots and lands, to-w-it: <br />AL lots and lands bounding and abutting upon tne <br />proposed improvementy <br />wl-dch said lots and lands are hereby determu7ed to be specially benefitted <br />by said ilnprovement and the cost of said improvement shall i.nc7.ude the expense <br />of the preliminary anci other surveys and of printino a.nd pubLishing the <br />no-tices, resolutions and ordinances required, and serving of said notices, <br />the cost of construction together with interest on notes and boncls issued <br />in anticipation of the collection of deferred assessments, and all other <br />necessary expenses or expenditures. <br />Sec. 5. That the assessments so to be levied shall be paid in ten <br />(10) annual installments, with snterest on deferred payments at the same rate <br />as shall be borne by the bonds to be issued in anticipation of the collection <br />thereof; providea that the owr_er of any property assessecl, may, at his option, <br />pay such assessment in cash within thirty (30) days after the passage of <br />the assessing orcl.inance.
