ORDINANCE N0. 84- 43 <br />INTRODUCED BY: Mayor Fred N. Carmen <br />AN ORDINANCE AUTHORIZING THE MAYOR <br />TO INSTITUTE AN EMPLOYEE EVALUATION <br />SYSTEM EFFECTIVE JANUARY 1, 1985 <br />FOR THE PURPOSE OF IMPLEMENTING A <br />MERIT PAY SYSTEM FOR ALL VILLAGE <br />EMPLOYEES EFFECTIVE JANUARY 1, 1986 <br />AND DECLARING AN EMERGENCY. <br />WHEREAS, the Mayor has recommended to the Council the <br />implementation of a merit pay system for all Village employees; and <br />WHEREAS, the Mayor has further recommended to the Council <br />that prior to the implementation of the said pay system the munici- <br />pality should institute an employee evaluation system in order to <br />determine the classification and pay range for each employee; and <br />WHEREAS, the Mayor has suggested that calendar year 1985 be <br />used to establish the-employee evaluation system and that the results <br />of the evaluations be used to implement the merit pay system effective <br />January 1, 1986; and <br />WHEREAS, the Council has determined that all of the fore- <br />going recommendations and suggestions of the Mayor are in the best <br />interests of the health, safety, and welfare of the residents of <br />Mayfield Village in that the proposed system of compensation for <br />municipal employees will promote more effective and efficient govern- <br />mental services; now, therefore, <br />BE IT ORDAINED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. The Mayor is hereby authorized and directed to <br />institute, effective.January 1, 1985, an employee evaluation system <br />for all employees of Mayfield Village, Ohio. The evaluations of all <br />municipal employees shall be on a form approved by the Director of <br />Law. <br />Section 2. The Council hereby declares its intention to <br />implement, effective January 1, 1986, a merit.pay.system for all <br />municipal employees based upon performance and fitness for position. <br />Section 3. That the Council finds and determines that all <br />formal actions of this Council relating to the adoption of this <br />Ordinance have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in such <br />formal action, took place in meetings open to the public, in compli- <br />ance with all statutory requirements including the requirements of <br />Section 121.22 of the Ohio Revised Code. <br />Section 4 This Ordinance is hereby declared to be an <br />emergency measure immediately necessary for the preservation of the <br />
