Page 6 Ordinance No. 82- lg Section 14. That the Director of Finance be and is hereby authorized to draw warrants for payment of any of the foregoing appropriations, upon receiving the proper certificates and vouchers thereof, approved by the Council of the Village of Mayfield or Officers authorized by law to approve the same or by Ordinance or Resolution of Council to make expenditures, provided that no warrant be drawn or paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance. Section 15. That it is found and determined that all formal actions of this Council concerning and relating to the adoption of this Ordinance were adopted in an open meeting of this Council; and that all deliberations of this Council and of any of its committees that resulted in such formal action, were in meetings open to the public, in compliance.with all legal requirements including Section 121.22 of the Ohio Revised Code. Section 16. That the Clerk of Council be and is hereby instructed to submit said Appropriation Ordinance to the County Auditor of Cuyahoga County on or before the 31st of March, 1982 as required by Section 705.18 of the Ohio Revised Code. Section 17. That this Ordinance is hereby declared.to be an emergency measure, immediately necessary for the preservation of the public peace, health, safety and welfare of the Village of Mayfield, Ohio, for the reason that this Ordinance effects the day to day business of the Municipality, and for the further reason that in order to certify the amounts set aside and appropriate for expenditure, this Ordinance must take effect retroactively to January l, 1982.
