Ordinance No. 81-14 Section 14. That the Director of Finance be and is here- by authorized to draw warrants for payment of any of the fore- going appropriations, upon receiving the proper certificates and vouchers thereof, approved by the Council of the Village of Mayfield or Officers authorized by law to approve the same or by Ordinance or Resolution of Council to make expenditures, pro- vided that ,no warrant be drawn or paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance. Section 16. That it is found and determined that all formal actions of this Council concerning and relating to the adoption of this Ordinance were adopted in an open meeting of this Council; and that all deliberations of this Council and of any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code. Section 17. That thisC~dinance is hereby declared to be an emergency measure, immediately necessary for the preservation of the public peace, health, safety, and welfare of the Village of Mayfield, Ohio for the reason that this Ordinance effects the day to day business of the Municipality, and for the further reason that in order to certify the amounts set aside and appropriate for expenditure, this Ordinance must take effect retroactively to January 1, 1981.
