The total assessment against each lot and parcel of land shall be payable in cash to the Director of Finance of the municipality within thirty (30) days after the passage of this Ordinance, or, at the option of the property owner assessed, in five (5) annual installments with interest at the same rate as is borne by the notes issued in anticipation of the collection thereof. All assessments and installments thereof which have not been paid at the expiration of said thirty (30) day period shall be certified by the Clerk of this Council to the office of the Cuyahoga County Auditor to be placed by him on the tax duplicate and collected at the same time and in the same manner as other taxes are collected, as provided by law. Section 6. The Clerk of this Council is hereby authorized, empowered and directed to deliver a certified copy of this Ordinance.: to the Cuyahoga County Auditor within twenty(20) days after its passage. Section 7. Council finds and determines that all formal actions of this Council relating to the adoption of this Ordinance were taken at open meetings of this Council and that all deliberations of this Council, and its committees, resulting in such formal action, were in meetings open to the public, in compliance with all legal requirements, including, but not limited to, Section 121.22 of the Ohio Revised Code. Section 8. This Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the health, safety, and welfare of the residents of Mayfield Village, Ohio, in that the assessments levied herein and the forwarding of same to the County Auditor is necessary to pay for the improvements constructed therein. It shall therefore take effect immediately upon passage by the affirmative vote of not less than five (5) members elected to Council and approval by the Mayor or at the earliest time allowed by law.
