RESOLUTION NO. 81- 49 <br />INTRODUCED BY: Council as a Whole <br />A RESOLUTION URGING THE CLEVELAND ELECTRIC <br />ILLUMINATING COMPANY, CLEVELAND, OHIO, TO <br />PROMPTLY IDENTIFY AND TO REMOVE AS SOON AS <br />POSSIBLE ALL ELECTRICAL CAPACITORS NOW <br />LOCATED IN HAYFIELD VILLAGE AND CONSTITUTING <br />A HAZARD TO THE GENERAL PUBLIC. <br />WHEREAS, it has been determined that the Cleveland Electric <br />Illuminating Company has installed on its transmission facilities <br />located in Mayfield Village certain electrical capacitors which <br />contain polychlorinated biphenyls (P.C.B.); and <br />WHEREAS, it has been determined~by the Environmental <br />Protection Agency that P.C.B. constitutes a potential threat to <br />the health and well-being of the public; and <br />WHEREAS, it has been made known to the Council of Mayfield <br />Village that certain electrical capacitors in other sections of <br />Cuyahoga County have become defective, have leaked or exploded <br />a.nd created a real and present danger to persons coming in <br />contact with the P.C.B. contained therein; and <br />WHEREAS, it has been determined by the Council of Mayfield <br />Village that there are several.such electrical capacitors situated <br />on the public ways of Mayfield Village and which constitute a real <br />and present danger to the well-being of Mayfield Village, Ohio; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. That this entire Council and the administration <br />of Payfield Village, Ohio, for and on behalf of the citizens of <br />Mayfield Village,, strongly urge the Cleveland Electric Illuminating <br />Company to take immediate steps to identify the location of all <br />electrical capacitors containing P.C.B. located in Mayfield Village <br />by marking the poles on which. said capacitors are situated with <br />easily located and readily identifiable markings as required by <br />U.S. E.P.A. approved instructions directing the public what to do <br />in the event of a leak or accident; these instructions should be <br />posted at eye level on all the poles containing P.C.B. capacitors, <br />and further urging the Cleveland Electric Illuminating Company to <br />remove the said hazardous electrical capacitors and replace the <br />same as soon as it is reasonably possible to do so. <br />
