ORDINANCE NO. 80- <br />Page -2- <br />Section 4. No part of the A4unicpal Employees° Citizens' <br />Contribution Fund shall be expended for any item which the Village <br />is obligated to provide to the employees under the terms of any <br />employment contract or law. <br />Section 5. Expenditures from such fund may be made for <br />any item or purpose which will work to the benefit of the members <br />generally of any department within the municipality. Each such <br />expenditure shall be made upon authorization by the Mayor at the <br />request from the head of the department wishing to make the expendi- <br />ture. The Mayor shall have complete discretion in allowing or <br />denying such request. In malting such decision he shall give proper <br />recognition to the unexpended balance then in the fund, amounts and <br />uses of previous expenditures, applicability of benefit to the <br />members of the department generally and propriety of the type of <br />expenditure involved. While it is intended that all departments <br />within the municipality may benefit from such fund, no records shall <br />be kept indicating whether the funds were derived for the activities <br />of one particular department and the Mayor need not deny a request <br />solely because it would produce an inequity in the amount expended <br />on one department as opposed to another. <br />Section 6. No expenditures shall be authorized by the <br />Mayor in excess of Two Hundred Fifty Dollars ($250.00) without prior <br />approval from a majority of the Safety and Service Committee of <br />Council. <br />Section 7. This is an emergency ordinance necessary for <br />the immediate preservation of the general welfare, health and safety <br />of the residents of Mayfield Village in that the creation of this <br />fund and the acceptance of such deposits are deemed to be positive <br />factors in the Village's constant goal of maintaining a high degree <br />of morale in its employees.
