ORDINANCE NO. 80- -3~ <br />INTRODUCED BY: Council as a Whole <br />AN EMERGENCY ORDINANCE RESERVING TO COUNCIL THE <br />AUTHORITY TO SELL, TRANSFER OR OTHERWISE ENCUMBER <br />MUNICIPALLY OWNED MOTOR VEHICLES. <br />BE IT ORDAINED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. No motor vehicle titled in the name of the <br />municipality, regardless~of its value, shall be sold, transferred <br />or otherwise encumbered without first obtaining the express permission <br />of Council. <br />Section 2. For purposes of this section, "motor vehicle" <br />shall be defined as any vehicle propelled or drawn by power other <br />than muscular power or power collected from overhead electric wires. <br />Section 3. This ordinance is hereby declared to be an <br />emergency measure immediately necessary for the preservation of the <br />health, safety and welfare of the residents of Mayfield Village in <br />that it will insure continued effective municipal services by pro- <br />viding for a more stabilizes fleet of motor vehicles.
