ORDINANCE N0. 80-52 INTRODUCED BY: Mayor and Council as a Frdhole AN EMERGENCY ORDIN~ICE-AUTHORIZING THE MAYOR AND FINANCE DIRECTOR TO ENTER INTO A COOPERATION AGREEMENT WITH THE CUYAHOGA~COUNTY BOARD OF COMMISSIONERS FOR THE UTILIZATION OF FUNDS MADE AVAILABLE BY THE HOUSING AND COMMUNITY DEVELOPMENT~AGTS OF 1974 AND 1977, AS AMENDED. WHEREAS, the Housing and Community Development Acts of 1974 and 1977, as amended, provide an entitlement of funds for community development purposes for urban counties; and WHEREAS, Cuyahoga County may be designated as an urban county provided that it secures Cooperation Agreements with various political subdivisions in Cuyahoga County; and WHEREAS, the Mayor and Council of Mayfield Village desire the use of "Urban County Entitlement Funds" for needed public improve- ments within the municipality; and WHEREAS, the County shall prepare an Application for FY'81, '82 and '83 Urban County Entitlement Funds pursuant to the aforementioned Acts for the FY '81, '82-and '83 Program Years; and WHEREAS, no less than forty percent (400) of the total Urban County Entitlement Funds for Cuyahoga County will be expended by the Cuyahoga County Board of Commissioners on behalf of the participating political subdivisions to finance eligible community development activities, programs and projects in said participating political sub- divisions; and WHEREAS, Mayfield Village may appoint one (1) member to an Urban County Coordinating Committee and one (1) member of the Urban County Citizen=s Advisory Council whose duty it shall be to assist the Cuyahoga County Board of Commissioners in the review of all applica- tions, plans, programs and projects for which Urban County Entitlement Funds may be used; NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF MAYFILED VILLAGE, OHIO, THAT: Section 1. The Mayor and Finance Director are hereby authorized, empowered and directed to enter into a Cooperation Agreement with the Cuyahoga County Board of Commissioners for the period from the first day of the seventh program year through and including the last day of the ninth program year as described by the Application for FY'83 Funds, provided, however, that Mayfield Village may rescind this Agreement on the first day following the end of each program year upon proper notification. Said Agreement shall authorize the County to execute essential Community Development and Housing Assistance .applications, plans, programs and projects eligible under the Housing and Community Development Acts of 1974 and 1977, as amended.
