invalid shall not be affected thereby. It is hereby declared to be the <br />legislative intent that the other provisions of this Ordinance would <br />have been adopted independently of such section, part of a section or <br />provision thereof so held to be invalid. <br />Section 12. That for the reasons stated in the preamble <br />hereto, which is made a part hereof, this Ordinance is hereby declared <br />to be an emergency measure and, provided it receives an affirmative vote <br />of five members elected to this Council, it shall take effect and be in <br />force immediately upon its passage and approval by the Mayor; otherwise <br />it shall take effect and be in force from and after the earliest period <br />allowed by law. <br />Alan G.
