`.,r ~ d F ~r ~ G -~-z S-~ (17) Should it not be desirable or possible to install :all the improvements rea~uired in Paragraph (14) hereof prior to the submission of the plat to the Council for a.pgroval, then such plat may nevertheless be approved provided that a suitable surety bond, :acceptable to the Council and approved by the Village Solicitor, is given to the ViI7_a-ge, under the terms of z~hich band the completion of the said work shall. be assured ~r~=ithin the time fixed. by the Council, .:and which sha11. further indemnify- the Village from -ar~jr -and all liability arising 'oy reason of the unimproved condition of the streets of said subdivision' or which may axise or groin out of the installa.ticsn of such improvements when undertaken. Such necessity er~.sts by reason of the fact that the Village is ~rithout adequate .L.nd satisfactory regul:a.tians governing the subdivision of property and tlae dedication of nevr streets, .and that applications :are being made for the ap„rrova.l of subdivision plats, .and that in order to protect the public interests :and secure proper real estate development in the Village, it is immediat©Iy necessary that the foregoing regulations pertaining to_the subdivision of lands .and the dedicatian'of neTy streets be .adopted at the earliest passible time. ?~Jherefore this ordinance shall take effect from .anti -after its passage.
