paid at the time the contractor's estimates, upon which his payment is based, <br />are presented to this Council. Before the final estimate for the work is <br />issued any adjustment shall then b e made so that the total fee paid him <br />shall be a sum equal to six percent (6/) of the actual amount paid to the <br />Contractor. <br />If, after the plans, profiles, specifications and estimates of <br />cost for work authorized and approved by this Council have been prepared by <br />him, the proceedings for such work is abandoned, or is postponed for a period <br />of more than six (6) months, or the actual construction D£ such work is not <br />commenced within nine (9) months after the date of delivery of the said <br />plans, profiles, specifications and estimates of cost by him to this Council . <br />then he shall be paid forthwith a sum equal to three percent (3f) of the <br />total estimated cost of said improvements as compensation for all his work <br />done up to that date. <br />Provided, further, that in the event the proceedings for such <br />work so abandoned, postponed or not commenced, is revived and actively <br />pressed either by this or by a succeeding Council within five (5) years of the <br />adoption of this ordinance he shall perform the balance of the services to be <br />rendered ander this ordinance and not previously rendered, and he shall <br />credit against the total compensation of six percent (6~) of the total <br />actual cost of the improvement the payment previously made hereunder, providing, <br />of course, that he, or his nominee, is at that time employed by this or by <br />a succeeding Council as Engineer. <br />The fee provided in this subsection shall Dover engineering <br />services including preliminary estimates and reports, complete detailed <br />plans and specifications and grade surveys; preparation of monthly and final <br />estimates for contractor's payments. The above schedule of fees does not <br />include property, boundary or right of way surveys, inspection of construction; <br />shop, mill, field or laboratory inspection of materials; cost of test borings <br />or other sub-surface explorations; or calculations of special assessments. <br />These latter services may be provided by him on an hourly basis in accordance <br />with the schedule of rates hereinafter set forth in subsection (b) <br />(b) For all engineering services in copnectien with any and all <br />public improvements constructed by said municipality in cooperation with The <br />Works Progress Administration, or other similar Federal Agency, or work not <br />let by contract, or for special surveys, reports, consultations, conferences <br />with departments or Officers of said municipality, or for the preparation <br />of special assessments snd fnr any and all services not specified above <br />nor incident to nor connected with the construction of public improvements, <br />compensation shall. be made on the basis of time spent by him or his employees <br />and associates at the rates set forth in the following schedule of hourly <br />rates, plus expenses, supplies and transportation: <br />
