(a} If the proceedings for any improvement are completed according to the usual schedule as provided by law so that bids are received and contract avrarded, he shall be paid a sum equal to three percent C3~) of the bid submitted by the successful contractor as soon as funds for said improvement are in the Treasusyo As the work is constructed he shall receive additional compen- sation equal to three percent (3f) of the actual cost of work completed, said sum to be paid at the time the contractor's estimates, upon which his payment is based, are presented to this Council. _.Before the final estimate for the work is issued any adjustment shall then be made so that the ~hotal fee paid him shall be a sum equal to six percent (6~) of the actual amount paid to the Contractor. . If, after the plans, profiles, specif ications and estimates of cost for work authorized and approved by this Council have been prepared by him, the proceedings for such work is abandoned, or is postponed for a period of more than six (6) months, or the actual construction of such ~rork is not commenced within r~.ne (9) months after the date of delivery of the said plans, profiles, specifications and estimates of cost by him to this Council, then he shall be paid forthwith a sum equal to three percent (3~) of the total estimated cost of said improvements as compensation for all his work done up to that date. Provided, further, that in the event the proceedings for such work so abandoned, postponed or not commenced, is revived and actively pressed either by this or by a succeeding Council within five (5) years of the adoption of this ordinance he shall perform the balance of.the services to be rendered under this ordinance and not previously rendered, and he shall credit against the total compensation of six percent (6~) of the total actual cost of the improvement the payment previously made hereunder, provided, of course, that he, or his nominee, is at that time employed by this or by a succeeding Council as Engineer. The fee pr ovided in this subsection shall cover such engineering services as prel:i.nv.nary estimates and reports; complete detailed plans, specifications; the setting of stakes for line and grade during construction; the preparation of monthly and final estimates for payment to contractorso The above schedule of fees does not include property, topographic, boundary' right of way surveys; the establishment of the center line of a public street or place which is not defined by monuments; levels for profile necessary for the initial establishment of a grade line or an authorized revision thereof; shop, mill, field or laboratory inspection of materials; cost of test borings and other sub-surface explorations; or the calculations of special assessments. These latter services may be provided by him on an hourly basis in accordance with the schedule of rates hereinafter set forth in subsection (b). (b) For all engineering services in connection with any and all public ~iprovements constructed by said municipality in co-operation with a Federal Agency, such as was done through the~~Uorks Progress Adminis- tration; work not let by contract; special surveys, reports, consultations, conferences with Departments,.~fficers, Council Committees of said municipality, when requested; for any and all services not specified above nor incident to nor connected with the construction of public improvements; compensation
