<br />(b) Civilian Deiense Reno-rt. Centers sha11 be established and maintained
<br />in such munici.pa.7_ities and to serve Fueh a.ied.s, a.s the Con'urol_1er shall from time
<br />to -l-,ime design.atea The muni.cipality in wilzich any sucn Report Center is
<br />established shall nroviGe space therefor in its municii?a.l building or in same
<br />other convenient pla.ce, and shal_l provide necessa.i-y furniture, eclvipment and
<br />tele-phone facilities. The expeiZSe of establishing and maintainL2g ar?y such
<br />report center shaL be borne by the municipality in tr.rhich it is loczteu., ex_cept
<br />that ii the cen.ter serves more than one municiualitiy, all munl_cipalities served
<br />by iti shall contribute to such expense in proportion to their population at -the
<br />la-Lest Fec?eral census, ana sha11 -pay such con-Lribution to the mL.nicipality ?Droviding
<br />facilities, on bills from such municipalit,y. Jacn report center snGll be operated
<br />by the rnunicipality in which it is loca:ted, - uncier the general supervision of the

<br />(c) Upon notiili-cation frora the Unitecl_ Sta.tes IIiilitaxy or Naval forces
<br />of iripend.ing a,tta.clr from any ioreign poiver, or t?pon procla?na.tion of unlimnited
<br />emergency beca.use of riot, civil co:nmotion, fire, flooci or other siniilar disaste-r,
<br />from the Governor of the State of Ohio9 os the Controller,, or ir_ hi; absence, the
<br />First kssistai-it Controller, or in the absence oi both, any oi' the Ass-i;tant
<br />Controllers, in accordance vbith thei-r ranli and the ?Lbsence of 'UhEir superiors,
<br />t1_-ie Controller, a.nd his ass? stants in a.ccordance witil their rank, shall a.ssum:: .iu11
<br />command, power and a.uthority over all oi the sai'ety and -ervice forces hereinbefore
<br />referred to, of the muni-cipalities joining in this contre.ct, including a11 such
<br />regular, auxiliz.ry or volunteer forces; eacL party hereto agreeing that ariy of its

<br />in -the territory of any other pu:rty hereto,

<br />ma,y exist or to s'uand by for probable fuL-ure inc-idences. Dispatching within
<br />any PLepor•t Center area sna11 be done by 1oersons Lz ch.arge at the Report Ce-ntier9
<br />but subject to the general control anc7 supelvision of the Controller or Lssista.nt
<br />Controllere
<br />(e) All parties further mutual.ly agree that this agreement shall run for
<br />the 7resent was emergency only, but no-L- more tnan three years from and a.ftcr the
<br />first day of J'anuary, 1942, and tha.t the consideration therefor is the mutual
<br />beneiit urhich viill inure to each party from the grea.ter security and safety to the
<br />lives anc7 property of its ci-tizens. Provided, hoi?,ever, that any pa.rtr to this
<br />agreenient ma.y zrlithdraw from participation bjr resolu.ti.on of its legislative body ancl

<br />and to the Controller."
<br />Sectioii 2. Thi-s ordinalice is c?eclai ed to be an eiaergency measure necesSa:cy
<br />for the immediate preservation of the public peace' health a.nd safety in this
<br />municipalitY9 for the re2son tha.t it is a measure for vvartime public clefense; arid
<br />it shal1 take effect immediately.
