<br />Seca 6. This Ordinance is hereby declared to be an emergency measure,
<br />necessary for the immediate preservation of the public health, welfare,
<br />peace, and safety of the Village of Mayfield and its inhabitants, in order
<br />to provide the necessary funds to carry out the functions of the Village,
<br />and this Ordinance shall go into effect immediately upon the date of its
<br />passage. -
